Scott W. Muller was sworn in as General Counsel of the Central Intelligence Agency in October 2002. In that position, he is responsible for managing the Agency's legal department, providing advice and counsel with respect to all aspects of the Agency's operations and advising and assisting the DCI in his role as head of the Intelligence Community.

Mr. Muller was formerly a litigation partner at Davis Polk & Wardwell, an international law firm based in New York, and was managing partner of its Washington office. He specialized in crisis management for some of the largest manufacturing companies and financial institutions in the world, focusing on cases involving complex, parallel white-collar criminal and civil matters in a wide variety of subject matters. His practice also involved internal investigations, disclosure advice and the design and implementation of corporate compliance programs. The central element of his practice was federal criminal law and enforcement.

After serving with the Watergate Special Prosecution Force, Mr. Muller clerked in the United States Court of Appeals for the Third Circuit from 1975 to 1976. From 1978 to 1982, Mr. Muller was an Assistant United States Attorney in the Southern District of New York. Later, he served as Vice Chairman of the American Bar Association's White Collar Crime Committee and was an Adjunct Professor of law at Georgetown University Law Center where he taught an advanced course in federal law enforcement.

Mr. Muller was born in Stamford, Connecticut and grew up in Riverside and Greenwich, Connecticut. He graduated cum laude from Princeton University in 1971 with a Bachelor of Arts degree in history. In 1975, after serving as the Middle East and Africa sales representative for Harper & Row Publishers, he graduated from the Georgetown University Law Center where he was Notes Editor of the Georgetown Law Review.

Mr. Muller is married and the father of three. He is currently a National Trustee of the Boys and Girls Clubs of America, a member of the Governing Board of St. Albans School, a member of the Audit Committee of the Protestant Episcopal Cathedral Foundation (the National Cathedral), a board member and former Chairman of the Center for the Community Interest, a non-profit legal services organization, and a member of the American Law Institute.
