Aerospace Executive Service Trade Mission to Chengdu, Guangzhou and

the International Aviation & Aerospace Exhibition (Airshow China 2004)

October 28 – November 3, 2004

Event Description:

The U.S. Department of Commerce’s, offices in Chengdu and Guangzhou, China and the International Trade Administration’s   (ITA) Aerospace and Defense Technology Team are organizing an Aerospace Executive Service Trade Mission to China visiting Chengdu, Guangzhou and the China International Aviation & Aerospace Exhibition (Airshow China 2004) in Zhuhai.

The Aerospace Executive Service Trade Mission will include approximately ten representatives from a variety of U.S. aerospace-industry manufacturers and service providers.   Mission participants will be introduced to international agents, distributors and end-users whose capabilities are targeted to each U.S. participants’ needs in that particular market.  

Commercial Setting

Airshow China: China International Aviation and Aerospace Exhibition (Airshow China) is the only international aerospace show in China that is approved by the Chinese central government.   It features the display of real-size products, trade discussions, technological exchanges and flight displays.   Airshow China has developed into an important platform for technological exchanges and economic cooperation between Chinese and foreign aerospace companies.   Participation at this exhibition is a way for U.S. aerospace companies to expand their influence in the Asia-Pacific region and to enter the vast Chinese market.

The theme of Airshow China 2004 will be “Civil Aviation and Aviation Safety.”   The show will highlight the market prospects and cooperative opportunities in China for business aviation, regional aviation, aviation infrastructure construction, aviation safety, space exploration and other related fields.   The Guangzhou office and mission organizers will be arranging industry briefings and pre-scheduling one-on-one meetings for the mission members at the show.  

Chengdu: As a result of China's accession to the WTO and with the continuing development of Western China, the national government has increased its investment in infrastructure projects in the region.   Chengdu, the capital of Sichuan Province, is the financial center in Southwest China and is also the Southwest China's communication hub. China hopes to modernize Chengdu so the city can be held up as a model for modernization in other cities in Western China.   The Shuangliu International Airport is one of China's six largest airports accommodating 247 domestic flight lines, and a number of regular international lines to Singapore, Bangkok, Hiroshima, Osaka, Seoul, Paris and Hong Kong. The flight to Kuala Lumpur is scheduled to open in September 2004.   Currently in Southwest China there are 24 airports (Chongqing Municipality 2, Sichuan Province 8, Guizhou Province 2, Yunnan Province 10, Tibet Autonomous Region 2). By 2010, the number of airports in the region is expected to increase to 48.   As a result, Chengdu is expected to house the fourth largest Air Traffic Control Center after Beijing, Shanghai and Guangzhou.

Mission Goals :

The goal of the Aerospace Executive Service Trade Mission is to enable U.S. aerospace companies to familiarize themselves with the Chinese aviation market, attend an important trade fair, conduct market research, and to explore export opportunities through pre-screened meetings with potential partners.  

Mission Scenario :

U.S. Commercial Service trade specialists will recruit and counsel prospective participants for the Aerospace Executive Service Trade Mission.   Company information will be forwarded to Commercial Service offices in Chengdu and Guangzhou for familiarization in advance, whereupon our offices will begin the partner search, management and logistical coordination of the program.  

An Aerospace & Defense Team member will arrive in China prior to the show.   Participants will arrive in China on their own schedule and will report in Chengdu, China on Wednesday, October 28 th.   At this time, they will be briefed by Commercial Service staff on mission features and details.

Company literature and promotional material may be shipped to Commercial Service Guangzhou or sent electronically.   No exhibition or larger demonstration items are appropriate and will not be permitted.   Commercial Service staff and the contractor(s) will be available for information and assistance throughout the duration of the Aerospace Executive Service Trade Mission and two   Aerospace & Defense Technology Team members will be on-site through November 4 th.  

Aerospace Executive Service Trade Mission participation promotion will be conducted by Commercial Service Chengdu and Guangzhou.   Promotion/recruitment will include, but not be limited to, publication in domestic trade publications and association newsletters, mailings to aerospace clients from internal databases and through posting on the International Trade Administration’s home page and in the Federal Register.   Recruitment will close October 18, 2004.

Criteria for Participant Selection

- Acceptability of product area/sector for exhibition at Airshow China 2002 to trade fair rules. Regulation information can be found at the Airshow China 2002 web site located at http://www.airshow.com.cn .

- Timely receipt of company's completed application and participation agreement, and payment of the $2,750 participation fee.

- Timely and adequate provision of company and product/service information and literature, to enable communication of company’s objectives and scheduling of appointments.

A company’s products and/or services must be manufactured or produced in the United States or if manufactured/produced outside of the United States, the product/service must be marketed under the name of a U.S. firm and have U.S. content representing at least 51% of the value of the finished good or service.

Any partisan political activities of an applicant, including political contributions, will be entirely irrelevant to the selection process.
