The
joint experimentation program -
a laboratory for transformation
Our
military faces the challenge of a constantly changing battlefield. Some
threats are becoming more sophisticated, and have the capability to inflict
great damage to U.S. interests through the use of weapons of mass destruction.
Smaller
enemies may use simpler methods to attack us, making early warning difficulty
and detection of enemy forces more problematic. Peacekeeping operations
are increasing in frequency. We must transform our current military capabilities
in order to meet these challenges.
USJFCOM
is the transformation laboratory for the Department of Defense. Our joint
experimentation campaign plans provide the framework for the synchronization
of all services - to ensure that our forces are more effectively used
based upon improvements in doctrine, interoperability, and integration.
Our joint training program must also reflect this transformation, eventually
leading to changes in the way we provide forces for our national defense.
By 2005,
we hope to demonstrate new transformational capabilities. To that end,
we are testing new ideas through exercises such as Millennium
Challenge 2002, which will help the military better understand the
full potential of new operational concepts such as rapid decisive operations.
Through
the testing of new ideas, USJFCOM will ensure that our military force
of tomorrow can fight more effectively, using fewer resources, and at
less risk than in the past.
