Identification of Candidate Countries: The MCC CEO submits to Congress a report containing the list of countries that meet the income qualifications and a list that are ineligible to receive assistance under the Foreign Assistance Act of 1961 or other applicable legislation. By law, this report must be submitted to the appropriate congressional committees and published in the Federal Register not later than 90 days before the MCC Board selects eligible countries. Publication of Selection Methodology: The MCC CEO submits to Congress a report that describes the criteria and the methodology by which the MCC Board intends to select eligible countries. By law, this report must be submitted to the appropriate congressional committees and published in the Federal Register not later than 60 days before the MCC Board selects eligible countries. Public Comment: The MCC solcited and considered comments from the public pertaining to the determination of eligible countries in FY 04 for 30 days following the publication of the selection methodology. A summary of comments received for FY04 is available here .
Selection of Eligible Countries: The MCC Board then selects MCA eligible countries based on their demonstrated commitment to “ruling justly, investing in people, and encouraging economic freedom.” To the maximum extent possible, the Board's determination of eligible countries will be based on objective and quantifiable indicators of a country's commitment to these principles. These countries, if they agree to participate, will be eligible to submit a Compact Proposal to MCC. Please read more about our eligible countries.
