General Information
The Federal government, through the FTA, provides financial assistance to develop new transit systems and improve, maintain, and operate existing systems.
FTA administers this financial assistance according to TEA-21. Each year Congress provides an annual appropriation which funds the programs specified in TEA-21. Upon receiving this appropriation, FTA apportions and allocates these funds according to formulas and earmarks, and publishes these in the Federal Register.
The recipients (grantees) of these grants are responsible for managing their projects in accordance with Federal requirements. FTA conducts oversight reviews to ensure that these requirements are met.
General Eligibility for receiving FTA funds – Generally, FTA funds are available to designated recipients that must be public bodies (i.e. states, cities, towns, regional governments, transit authorities, etc.) with the legal authority to receive and dispense Federal funds. This is a requirement of the TEA-21, the authorizing legislation under which FTA operates. To learn more about designated recipients, click here.
