Guam Poised for Access to Billions in New Federal Grants
In a letter to the Governor and copied to all Senators and Mayors, Congressman San Nicolas advised local leadership on the upcoming availability of more federal grant funding.
With the enactment of P.L. 117-58 the "Infrastructure Investment and Jobs Act," billions in federal grant opportunities for local governments are available for Transportation, Climate, Energy, Environment, Water, Flood Mitigation, Broadband, and more.

$140 Million in new relief funding for Guam Schools
The U.S. Department of Education is announcing an additional $110,563,287 to Guam to help safely reopen schools, measure and effectively address significant learning loss, and take other actions to mitigate the impact of COVID-19 on the students and families who depend on K-12 schools in Guam.
On September 10, 12pm EST (Sept 11, 2am CHST) Guam will have a coveted seat at the table with just three other States, New Mexico, Kansas, and Minnesotta, with their respective Governors addressing the Financial Services Committee on:
"The need for financial aid to America's States and Territories during the pandemic: Supporting First Responders, assisting schools in their efforts to safely educate, and preventing mass layoffs."
H.R. 7986 entitled the Native Chamorro Equity Act was introduced in the 116th Congress by Congressman Michael San Nicolas to create a means to identify qualified Native Chamorro companies as 8(a) firms eligible for federal set-aside, sole-source, and general contracts.
In a letter to Governor Lou Leon Guerrero, Congressman San Nicolas advises a review of the Pennsylvania program utilizing state and local CARES Act funds for compensating essential workers.
"Essential workers have held us up and kept us going, and we need to compensate that accordingly," opened Congressman San Nicolas.
The Pennsylvania program provides direct grants to eligible businesses to compensate essential workers, with Congressman San Nicolas advising eligibility for all workers earning $25 or less.
"We would like to recognize the OUTSTANDING work of Project Director Catherine Schroeder of the Guam Department of Education.
Her hard work has secured a Non-Competing Continuation of $3,513,933.00 in U.S. Department of Health and Human Services grant funds for Head Start Projects of the Guam Department of Education.
