MEAL ASSISTANCE

GRAB & GO School Meals (GDOE)

Starting March 23, 2020 through the remainder of the government-wide school closure, the Guam Department of Education will be providing both breakfast and lunch school meals at no cost for children 18 and below.  The program operates Monday through Friday starting at 11:00 a.m. to 1:00 p.m. at the following locations:

  •               B.P. Carbullido Elementary School
  •               F.B. Leon Guerrero Middle School
  •               George Washington High School
  •               Inajaran Elementary School
  •               John F. Kennedy High School

  •               MA Ulloa Elementary School
  •               M.U. Lujan Elementary School
  •               Southern High School
  •               WettengeL Elementary School

*Please stay in your vehicles and follow safety instructions when picking up meals.

 

Home-Delivered Meals

All meals will be delivered to the homes of those authorized by Case Management Services to receive home-delivered meals. DPHSS thanks its partners for their assistance in delivering balanced meals to our elderly who are homebound. For additional information, contact S.H. Senior Citizens, Active Clients of Senior Citizens and Adult Day Care Centers Continue Receiving Meals

Kloppenburg Enterprises, Inc. have coordinated for the continuation of Congregate Meals at Senior Centers. Senior citizens can coordinate with the Mayor Council of Guam's Senior Center Operations and request for personal meal delivery and a staff member will be able to drop off their meals. Please call (671) 477-3454.

Senior Center meal programs are also available to have family members pick up their meals from the Senior Citizens Center or Adult Day Care Center they attend that serves as Congregate Sites. The exceptions are the meals for seniors who attend the Adult Day Care Dementia Center site; their meal pick up site will be at the Adult Day Care Center in Macheche, Dededo. 

 

GUAM MANDATED TRAVEL PROTOCOLS

Quarantine Protocols are implemented on Guam from due to COVID-19.  All incoming travelers to Guam shall be subject to a 14-day quarantine at a government designated facility upon arrival unless he/she possesses a health certificate indicating non-infectious with COVID-19.  The health certificate must be recognized from the World Health Organization (WHO) and Centers for Disease Control (CDC).   

Residents of Guam and others with ties to the community will be permitted to self-quarantine at home if the home is deemed suitable.  Residents of Guam also will not be subject to quarantine and/or treatment costs.  All other incoming travelers will incur all costs associated with quarantine and/or treatment.  For more information on this directive, please call the COVID-19 General Information Hotline 311, Option 8.

 

GOVERNMENT OF GUAM OPERATIONS (COVID-19)

All non-essential Government of Guam offices are closed, and services offered are suspended until May 5, 2020.  Provisions outlined in Executive Order 2020-03 shall remain in effect.  Only essential public health and safety personnel should report to work as instructed.  Administrators, teachers, staff, and division personnel should not report to work. 

Public and private schools (pre-K – 12th grade) are closed for the remainder of the school year.  Student absences will not be counted for truancy in connection of COVID-19.  All sports activities are canceled.  The Guam Department of Education has provided the following online learning resources to help parents and students stay engaged during this time away from school. Parents and students may access this listing through this website. Teachers will also remain on duty and continue to provide online resources and communicate with students until May 22, 2020.  The distance learning portal is available here.

Businesses with more than 50 people in attendance shall not be occupied and seat no more than 50% of capacity.  This does not apply to businesses providing food or necessities (e.g. grocery and convenience stores) hospitals, pharmacies, or other medical offices/facilities and not intended to prohibit routine business gatherings held at the place of business.  

All essential businesses and government agencies shall require their employees and patrons to use face masks while on their premises.  Business activities shall limit their activities and conduct as deemed essential.  For more information on this directive, please contact the General Hotline Number 311.

 

GOVERNMENT ASSISTANCE

SBA Low-Interest Loans Available 

The U.S. Small Business Administration (SBA) is offering low-interest federal disaster loans to Guam small businesses suffering substantial economic injury as a result of the coronavirus (COVID-19). Eligibility for Economic Injury Disaster Loans is based on the financial impact of the coronavirus (COVID-19). The interest rate for small businesses is 3.75 percent and for private, non-profit organizations is 2.75 percent. SBA offers loans with long-term repayments in order to keep payments affordable, up to a maximum of 30 years and are available to entities without the financial ability to offset the adverse impact without hardship.

Applicants may apply online, receive additional disaster assistance information and download applications at https://disasterloan.sba.gov/ela. Applicants may also call SBA’s Customer Service Center at (800) 659-2955 or email disastercustomerservice@sba.gov for more SBA disaster assistance. Individuals who are deaf or hard of hearing may call (800) 877-8339. Completed applications should be mailed to U.S. Small Business Administration, Processing and Disbursement Center, 14925 Kingsport Road, Fort Worth, TX 76155. The deadline to apply for an Economic Injury Disaster Loan is Dec. 21, 2020

Tax Filing Date Extended

The Department of Revenue and Taxation announced today that the income tax filing due date is extended from April 15, 2020 to July 15, 2020. In line with this, taxpayers will be able to defer income tax payments which are due on April 15, 2020 to July 15, 2020 without penalties and interest. This is an automatic extension; therefore, taxpayers do not need to file any additional forms with the DRT. Taxpayers requiring additional time to file beyond the July 15, 2020 deadline must request for an extension by filing Form 4868.
