Redistricting 2022

The boundaries of Maryland's Congressional districts are redrawn each decade to reflect changes in population. The U.S. Census, conducted by the federal government to calculate the population of the country, provides the basis for the redistricting process, which is then carried out at the state level as required by the Maryland Constitution.

Earlier this year, the Maryland General Assembly enacted new congressional districts under SB 1012 (2022)​ based on the changes in population reported in the 2020 U.S. Census. The bill was signed into law by Maryland Governor Larry Hogan in April 2022.

What does this mean for current constituents of Maryland's Second District? Congressman Dutch Ruppersberger will continue to serve and advocate for all current constituents through December 2022. Starting in January 2023, the district will change. Citizens who currently live in Harford, Howard and Anne Arundel Counties will live in new districts. Some citizens who live in Baltimore County and Baltimore City will continue to live in the Second District, while others will live in new districts. In addition, the Second District now includes much of northern Baltimore County and the majority of Carroll County. You can search your address to determine your Congressional District here.

New constituents will be referred to their current Member for federal casework through December 2022. If your issue extends into the next year, we will work with your new Member of Congress to successfully transition your case.
