FY23 COMMUNITY PROJECT FUNDING

As your representative in Washington, my goal is to meet the needs of communities in Oakland and Macomb Counties. Congress has decided to use our firsthand understanding of our districts’ needs to help determine the best uses of a modest portion of federal dollars. I’m excited to have this chance to advocate for the resources we need and tackle the issues I’ve heard about from you when we’ve met in line for coffee, at the grocery store or at one of my town halls.

The House Committee on Appropriations is providing an opportunity for members of Congress to submit requests for community project designations from their districts. Below is a list of the projects I have asked the Committee to consider for federal funding. These projects would allow for vital reconstruction of damaged and aging roads to ensure residents’ safety and accessibility, create new public spaces and improve existing ones, like our parks and trails, promote Michigan students’ ability to receive education about the Holocaust, build additional community spaces such as splash pads and more.

The House of Representatives’ rules forbid any member of Congress from pursuing funding to further his or her financial interest, or that of his or her immediate family. Each member requesting funding must certify in writing that there is no such interest and make that certification available to the public. I have opted voluntarily to set stricter guidelines for myself. As such, I will not pursue funding for a project in which any member of the Levin family, any contributor to my campaign, or any other party closely affiliated with me has a financial interest. PROJECTS IN OAKLAND COUNTY

  1. Berkley
  • Project Name: HVAC Replacement
  • Request Amount: $1,049,260
  • Intended Recipient: City of Berkley

  • Explanation of the Request: The funding would be used to replace outdated and underperforming HVAC equipment with new state-of-the-art, energy-efficient equipment, and will ensure Berkley can continue to provide services and programs to residents.
  1. Bloomfield Township
  • Project Name: Emergency Operations Center
  • Request Amount: $183,356.28

  • Explanation of the Request: The funding would be used to enhance the Bloomfield Township's Emergency Operations Center through vital technology upgrades. These improvements will be used to drive community preparedness initiatives, enhance coordination of emergency and disaster incident response and will support community recovery from identified hazards that threaten and have impacted Bloomfield Township and the surrounding communities. The improvements will also support gathering, coordinating, and disseminating vital information along with increasing operational efficiency to better serve the public during an emergency or disaster incident.

  • Project Name: Road Reconstruction on Redruth Ave
  • Request Amount: $424,000
  • Intended Recipient: City of Clawson

  • Explanation of the Request: The funding would be used to reconstruct a local road that is located next to one of Clawson’s school buildings, which is currently used as an elementary school and will be a preschool childcare center and administrative building in the future after school consolidation.

  • Project Name: Holocaust Education Program
  • Request Amount: $605,000
  • Intended Recipient: Holocaust Memorial Center

  • Explanation of the Request: The funding would be used to expand the Holocaust Memorial Center’s educational outreach services to students in grades 7-12, improve free teacher-training programs in Holocaust and genocide education, offer transportation subsidies for Section 31A school field trips and work with educators directly to align and integrate a class visit to the museum with individual classroom, school and district curricula.

  • Project Name: Martin Park Storage Building Conversion to Public Facility
  • Request Amount: $704,668.96
  • Intended Recipient: City of Ferndale

  • Explanation of the Request: The funding would be used to renovate an existing storage building into a multi-functional ADA-compliant public facility complete with new restrooms, a concession stand and limited office space for City staff.  The project will expand available outdoor recreation opportunities, promote tourism and local economic development and provide complimentary amenities to the splash pad set to be installed in 2022 through secured funding from other sources.

  • Project Name: Pop Up Hazel
  • Request Amount: $470,000
  • Intended Recipient: City of Hazel Park
  • Full Street Address of the Intended Recipient: 111 E Nine Mile Rd, Hazel Park, MI, 48030

  • Explanation of the Request: The funding would be used to develop a vacant lot along Hazel Park’s major corridor, John R Road, to host food trucks and pop-up businesses. The City of Hazel Park would enter into month-to-month leases with budding entrepreneurs and seek out businesses that specialize in traditional retail and sale of goods produced by local artists. This lot will include a food truck area as well as a farmer’s market with an awning. The awning will provide weather coverage for food truck customers and allow several local farmers to operate on designated days.

  • Project Name: Home Upgrades Program with Habitat for Humanity
  • Request Amount: $850,000
  • Intended Recipient: City of Madison Heights

  • Explanation of the Request: The funding would be used in partnership with Habitat for Humanity of Oakland County is to create a multi-faceted program that helps Madison Heights homeowners make home upgrades, such as furnaces, hot water heaters replacements, roof replacement and repairs, kitchen and bath upgrades, deck and porch and deck replacements and new siding and other home upgrades to address long-term health and safety issues.

  • Project Name: Golf Road Reconstruction
  • Request Amount: $3,200,000
  • Intended Recipient: City of Pontiac

  • Explanation of the Request: The funding would be used for construction expenses and construction engineering and inspection (CE&I) expenses related to the reconstruction of Golf Drive and Bagley Street. These roads have experienced a significant rise in traffic with new businesses in the area leaving the road pavement and drainage in poor condition.

  • Project Name: New Royal Oak Animal Shelter
  • Request Amount: $1,100,000
  • Intended Recipient: City of Royal Oak

  • Explanation of the Request: The funding would be used to build a new, upgraded facility to help Royal Oak’s animal shelter adequately serve local residents and animals. This new shelter will allow for the segregation of cats and dogs, community rooms for training, outreach, assistance, community education about animal care and welfare and more useful space for the animals temporarily residing there and the workers tasked with caring for them.

  • Project Name: Drake Sports Park Pond Remediation
  • Request Amount: $320,000
  • Intended Recipient: West Bloomfield Parks and Recreation Commission

  • Explanation of the Request: The funding would be used to remediate stormwater detention ponds at Drake Sports Park, including dredging the ponds to remove silt and improve their holding capacity.

  1. Center Line
  • Project Name: Memorial Park Splash Pad
  • Request Amount: $919,930
  • Intended Recipient: City of Center Line

  • Explanation of the Request: The funding would be used to install a splash pad that would be located in Memorial Park adjacent to Center Line’s existing Senior and Activity Center and to replace its deteriorating workout out equipment with new updated equipment as well as replace outdoor grills and benches that are starting to rust.

  • Project Name: Freedom Trail Restoration
  • Request Amount: $1,700,000
  • Intended Recipient: Charter Township of Clinton
  • Full Street Address of the Intended Recipient: 40700 Romeo Plank Rd, Clinton Township, 48038

  • Explanation of the Request: The funding would be used to resurface five and a half miles of the Freedom Trail bicycle and pedestrian path in Clinton Township as well as rehabilitate a pedestrian bridge that is part of the trail.

  • Project Name: 9-Mile Rebuild
  • Request Amount: $4,380,000
  • Intended Recipient: City of Eastpointe

  • Explanation of the Request: The funding would be used for the complete reconstruction of 9 Mile Road from Tuscany Street to I-94, which is a major commercial artery located through the center of the city. The project entails the complete removal and reconstruction of the existing road with a new concrete road, upgrades to the existing storm drainage system, new driveway approaches and new sidewalk ramps upgraded to current ADA regulations.

  • Project Name: Lake St. Clair Trash Capture
  • Request Amount: $1,600,000
  • Intended Recipient: Macomb County Public Works

  • Explanation of the Request: The funding would be used to establish trash capture and sediment control for urban watersheds affecting water quality in Lake St. Clair.

  • Explanation of the Request: The funding would be used to construct an addition to the St. Clair Shores Public Library to house the youth services program, create a makerspace for residents to develop new skills, act as an incubator for new business ideas and update the technology located within this space.
