Appropriations and Community Project Funding

Community Project Funding Requests

The U.S. House Committee on Appropriations solicited Community Project Funding (CPF) requests from Members in addition to the standard programmatic and language-based requests. Each Member is limited to no more than 15 Community Project Funding requests across all subcommittees for the Fiscal Year, and there is no guarantee that projects will be funded. The FY23 CPF process has a limited scope with combined earmarks capped at 1% of all discretionary spending and eligible accounts restricted to those listed in the table below. We are looking forward to 2024.

Please note:

  • A request submitted through the website does NOT guarantee the project will be selected.
  • The selection of a project does NOT guarantee it will be funded by the Appropriations Committee.

Eligibility:

Only state and local government entities, public institutions, and non-profit entities are eligible to submit and receive funding through CPF. Funding cannot be directed to for-profit entities and will not include waivers for State or local match requirements. While matching funds do not have to be in-hand prior to the request, requesting entities must have a plan to meet such requirements for the project to be viable. Additionally, each submission must be for FY23 only and cannot include multiyear funding requests. The Committee will only consider projects with demonstrated community support in the form of: letters from local elected officials; press articles highlighting need; support from newspaper editorial boards; mentions on State intended use plans, community development plans, or other publicly available planning documents; resolutions passed by city councils or boards; etc.

Transparency:

The final 15 CPF requests selected and submitted to the Appropriations Committee will be posted on this page. Members will be required to certify that neither they nor their immediate family have a financial interest in the CPF requests made.

Project Description: Project will convert the top deck of the historic double-deck I Street railroad drawbridge from motor vehicle access to a dedicated bikeway/walkway, connecting two designated disadvantaged, low-income community zones.

Project Description: The funding would be used to replace the existing Temperature Control system. Construction of the new system will allow operators to be able to preserve the amount of cold water behind Folsom Dam and deliver the water downstream as needed to promote a suitable aquatic habitat for downstream fish and fisheries.

Project Description: The funding would be used to implement an electronic health record system, Epic, which is widely used in the region to allow for the ability to share information electronically across health care entities.

Project Description: Funding to install supportive EV charging infrastructure and catalyze expanded electrification of the City of Sacramento municipal fleet. The project includes construction and installation of 78 Level 2 chargers, 4 DC fast chargers, and electrical infrastructure upgrades at 17 City locations. These chargers will support the replacement of 250 light-duty vehicles, including 144 work trucks, with EVs by the end of 2027.

Project Description: The funding would be used to build a Class 1 bicycle/pedestrian overcrossing over SR-99 along the Laguna Creek Inter-Regional Trail System. Currently, people have to leave the trail to cross at busy crosswalk. Would create 7 miles of uninterrupted bike path.

Project Description: The Opportunity Center will provide job training and placement, small business enterprise resources, and supportive services to help lift up the community. LFCC is partnering with various other organizations to offer the variety of services needed in this area to serve the community. The funding would be used for the project’s site construction, improvements, fees and project management.

Project Description: The funding to convert from on-site septic systems to public sewer with the Sacramento Area Sewer District as their local sewer system provider. Currently, parcels in the Franklin Community have ageing septic systems that need replacement.
