Community Project Funding Requests

Rep. Eric Swalwell has submitted funding requests for important community projects in California's Fifteenth District to the House Appropriations Committee.
 
Under guidelines issued by the Appropriations Committee, each Representative may request funding for up to 15 projects in their community for fiscal year 2023 – although only a handful may actually be funded. Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding. The Hayward Evaluation and Response Teams (HEART) Program

Description: The HEART Program will improve crisis response and access to medical, mental health, substance abuse, and other support services and reduce the need for police officers to intervene in calls for service involving people experiencing mental illness, substance-use disorders, and homelessness. The Hayward community needs new first-responder programs serve individuals experiencing behavioral health crises and ensure public safety.

Hayward Municipal Critical Facility Resilience

Description: The Hayward Municipal Critical Facility Resilience project will power key sites designated to serve the community in a time of emergency with resilient, clean power during grid outages to ensure public safety in Hayward and across Alameda County. Three Fire Stations, the Police Department and the Corporation Yard will be outfitted with solar panels and batteries that will provide clean, renewable power to these facilities during a grid outage, as well as operate on a day-to-day basis.

Enhanced Treatment and Site Upgrade (ETSU) Campus Solar Project
Request Amount: $2,750,000
Intended Recipient: Union Sanitary District

Description: ETSU Phase 1 Projects will upgrade and replace Union Sanitary District’s existing clean water treatment works and related facilities. Key drivers for the ETSU Phase 1 program include addressing aging infrastructure, improving water quality in the San Francisco Bay through nutrient removal upgrades, and hardening of infrastructure to support resiliency to the effects of climate change, including sea level rise and storm surge events. As improving the quality of treated wastewater will require a substantial ongoing increase in USD’s treatment facility’s electrical power needs, the Campus Solar Project seeks to offset these anticipated increases by adding additional solar photovoltaic power generation on-site, with the combined features providing both cleaner water and cleaner air for our region.

Emerging Business Community Outreach Program

Description: The Dublin Chamber of Commerce will provide priority access to services for Small, Local, and Emerging Business (SLEB) entities, women-owned, minority-owned, and veteran-owned and agricultural businesses. Many of these businesses have historically had limited access to information and capital. The Chamber will act as a single point of contact, providing input during the complex process of opening a business in local communities. They will provide the steps necessary to open and continue operating a small business, including legal structures and requirements, basic business development, development of business plans, advise on permitting and licenses, funding and business development connection, and recruitment and retention.

PFAS Treatment and Well Rehabilitation Project
Request Amount: $2,000,000
Intended Recipient: City of Pleasanton

Description: This project is to construct a new water well in order to offset the loss in clean water and pumping capability that has been lost due to other wells being decommissioned because of dangerous PFAS chemicals. The project will help ensure clean drinking water for nearly 100,000 Californians in the district and a reduced reliance on state clean water sources while also mitigating increases to water rates. Pleasanton's PFAS Treatment, Well Rehabilitation and Construction Project is in part a response to the existing Drought State of Emergency in Alameda County, which Governor Newsom declared in 2021 and in part due to the found levels of PFAS and PFOS chemicals in the water supply.

Black Integrated Community Engagement Program

Description: The purpose of the program is to improve parent participation and student academic performance in mathematics and English Language Arts for African-American families. The requested funding will be used to develop and implement a culturally appropriate program that seeks to increase quality of African-American parent engagement in student academics and will utilize that family engagement model to improve student performance in mathematics and English. The program will include the creation of a sustainable program of distinct Math and English Language development using effective pedagogical skills; a curriculum centered on African-American family involvement and continuous collaboration; in-person and virtual tutoring in math and Language Arts for African-American students; and technology provided to students and a digital literacy program for parents.

Last Mile Delivery Program

Description: One Nation Dream Makers is a “last mile” delivery nonprofit organization based in Livermore, California. They recover and bring nutritious food to those in need, primarily but not limited to low-income residents and veterans in Alameda County. The groceries consist of both food boxes and food recovery from food partners like: Costco, Safeway, Smart and Final and Grocery Outlet. The Last Mile Delivery model allows recipients to be able to receive food without the need of transportation.

Muslim Community Center Rental Assistance Program

Description: MCC East Bay is a response to the needs of American Muslims in the East Bay area. Their programs are developed by community members and staff to address the unique social and religious demands facing families in the community. The Rental Assistance Program helps families avoid eviction. The housing crisis has affected single mothers, working families and refugees at an alarming rate. The program ensures families stay housed.

East Bay College Agile Network (EBCAN)

Description: The East Bay College Agile Network (EBCAN) is a collaborative project focused on greater student transfer agility between Cal State East Bay (CSUEB) and Chabot-Las Positas Community College District (CLPCCD). EBCAN works to increase college completion and transfer rates, decrease time to graduation, and narrow the equity gap at CSUEB and CLPCCD colleges to contribute to economic mobility for all students. EBCAN is increasing targeted support services at “stuck points” in transitions, and aligning communication to students across community college and university systems.

Building Construction Pre-Apprenticeship Program

Post-Covid Student and Teacher Recovery and Resilience Building Program

Description: This project is a collaboration between Hayward Unified School District (HUSD) and East Bay Agency for Children (EBAC). EBAC will provide technical assistance, training, and facilitation to help HUSD staff develop the skills necessary to directly support and coach teachers and student-serving staff in-person to 1) identify and address the social emotional needs of dysregulated students suffering from grief and trauma including in-classroom observation and coaching and 2) address their own trauma and anxiety to promote wellness.

Goodness Village Livermore

Description: The project will provide permanent, supportive housing for chronically homeless individuals in the Tri-Valley. Modeled after Community First in Austin Texas, a successful program using tiny homes in an intentional community setting serves individuals who have been homeless for 1-17 years and helps them successfully transition in to permanent housing. The staff help with de-escalation and modify behaviors to increase housing retention and avoid use of emergency services.

Alameda County ALL IN Eats Food Hub, Livermore

Description: ALL IN Eats requests funds to complete the predevelopment work required for the build out of a ground-up food hub construction project at the Crosswinds Church site in Livermore. When complete, the state-of-the art food hub will provide at least six commercial kitchen stations; a minimum of 2,000 square feet of refrigerator and freezer space; ample room to aggregate and process food; and a staging area for a fleet of up to 10 electric, refrigerated vans/box trucks. An additional food hub in Livermore is needed to power a circular food economy that seeks to increase food security, protect the planet, and provide living wage jobs to the formerly incarcerated and other vulnerable populations.

Sequoia Grove Affordable Housing

Valley Link Sustainability Blueprint

Description: Valley Link is a new 42-mile, 7-station passenger rail project that spans three Congressional Districts sitting geographically at the center of one of the most economically significant megaregions in the world. It is a vital megaregional link that will link nearly 500 miles of commuter and intercity rail with more than 130 stations in the Northern California Megaregion. The Sustainability Blueprint is an integral component of project design that will transform the Valley Link Project into a national model of environmental sustainability. The plan will identify and integrate cost-effective strategies that maximize the reduction of greenhouse gas emissions into the planning, design and operation of the system. This 12-month effort will be completed in parallel to project design work and initiated within one month of project funding. The Blueprint will evaluate existing and emerging vehicle technologies to maximize GHG reduction. Connectivity/System Integration Valley Link will establish rail connectivity between BART s rapid transit system and the ACE commuter service. The connection of these two intermodal hubs will link nearly 500 miles of commuter and intercity rail with more than 130 stations in the Northern California Megaregion. The Blueprint will identify strategies to achieve seamless integration with BART, the Altamont Commuter Express (ACE) and other systems to maximize passenger transfers and convenience. The Authority's Transit Oriented Development (TOD) policy supports regional goals by encouraging the development of station area plans tailored to the goals and objectives of each community. The Blueprint will support these new station area plans through the development of systemwide access innovations including the expansion of the LAVTA Shared Autonomous Vehicles (SAV) program and the feasibility of their deployment in new station areas.

Safe Routes to Schools Mini-grant Program

Description: The Alameda CTC is partnering with local jurisdictions by giving grants to support their efforts to implement bicycle and pedestrian safety and access improvements around school sites across Alameda County. Safe Routes 2 Schools (SR2S is the Alameda County-administered program under DOT s Safe Routes to Schools (SRTS) program. Since 2007, as part of the Alameda CTC s SR2S Program, Alameda CTC has been proactive in working with member jurisdictions in conducting School Site Assessments (SSA). These SSAs identified specific transportation safety improvements around schools in the County to make traveling to school safer and more accessible through biking, walking, transit, and carpooling. In addition, jurisdictions in Alameda County have also funded and conducted site assessments as part of local efforts to advance safety near schools. Federal funding would be used in CA-15 to support bicycle and pedestrian safety improvements around schools identified in these SSAs. These improvements include things such as but not limited to: improved crosswalk striping, signage for school zones and school crossings, pedestrian bulb outs, bike lanes, bike parking, and traffic calming improvements.

The Stack Center - Hayward Youth and Family Center        
Request Amount: $1.5 million
Intended Recipient: City of Hayward

Description: The Stack Center will provide wraparound services to address inequities in the South Hayward community. These services will include health, education, recreational, and career training services. The second floor of the center will house a pediatric clinic, a women's health clinic, a dental clinic, and a behavioral health clinic. This will provide an integrated health and wellness center. The first floor of the center will house education and technology spaces where community partners will offer daily programming for all ages. This programming will include a technology lab, a recording studio, and a literacy lab for English learners. The first floor will also include spaces for art and recreation. The lobby will house a rotating gallery and two performance spaces: an amphitheater with a movie screen and a stage with riser seating. Adjacent to the first floor will be a 12,000 square foot gymnasium that will host daily recreational and sports programming. The requested funding will be used to renovate the existing Matt Jimenez Community Center to create indoor and outdoor spaces for infant and preschool classes. It will also upgrade the commercial kitchen space, create a classroom area for food entrepreneurship activities, and create a separate entrance to the existing gymnasium. Phase I will add an outdoor plaza to be used for weekly farmer's markets and will reconfigure the parking area to allow for easy drop-off and pick up at the childcare center. And finally, across from the main reception, the space will include pop-up storefronts and spaces to be used as an entrepreneurial hub for job training, financial literacy, and other economic and educational activities.

Crow Canyon Road Iron Horse Trail Bicycle-Pedestrian Overcrossing

Description: Iron Horse Trail is a popular multi-use, whole-access trail between the cities of Concord and Pleasanton, California. The trail connects residential and commercial areas, business parks, schools, public transportation (BART, County Connection), open space and parks, regional trails, and community facilities. This funding would be used to finalize the blueprint for construction of a pedestrian bridge at a mid-block crossing over Crow Canyon Road, where multiple fatalities have occurred.

Description: This project is to complete construction of a 30-bed emergency housing facility for youth aged 18 to 24 in Hayward, CA entitled "Covenant House California (CHC) Hayward Village". The completion of Hayward Village is essential to ensuring that youth experiencing homelessness will have increased access to not only safe housing, but also vital services including: standardized assessment, reserved 24-hour bed availability, case management, residential supervision, crisis intervention, security, meals, restrooms/showers, mental healthcare, and education/life skills curriculum.

Veterans Park in Downtown Livermore

Description: This program funding would create Veterans Park, a brand-new park with an open-air performance space and children's playground in the heart of Downtown Livermore. Federal funds would be used for design, engineering, entitlements, and construction. The park would be developed at the same time as a 130-apartment affordable housing development, serving residents of the 15th Congressional District earning between 20% and 60% of the area median income, including formerly homeless and homeless veterans. Veterans Park will complete a contiguous network of parks in downtown Livermore and will incorporate artwork and narrative signage that connects visitors to the history and community of Livermore.

This innovative pilot project aims to address substantial gaps in access to mental health care in our communities by providing an urgent care-like option to provide assessment and timely connection to services that are less costly than an emergency room.

City of Fremont Emergency Dispatch System

Description: The City of Fremont's emergency dispatch system needs a critical upgrade to ensure emergency responses are timely and coordinated among Fremont and Union City first responder jurisdictions. A new emergency dispatch system will assist in replacing the computer-aided dispatch (CAD), records management (RMS), ARS (report writing tool), property and evidence and jail systems currently used and allow for enhanced integration with other platforms such as the 9-1-1 phone, iPhones and tablets, map layers, other CAD systems with outside agencies. An upgraded Emergency Dispatch System with modernized technological features will allow for continued multijurisdictional service delivery and enhanced communication with the Union City Police Department.

East Bay Municipal Utility District - Upper San Leandro Drinking Water Treatment Plant (USL)

Description: The East Bay Municipal Utility District - Upper San Leandro Drinking Water Treatment Plant (USL) project is a comprehensive update to a water treatment plant located in Oakland that would increase solids management capacity, replace a century-old primary disinfection chlorine contact basin which is critical to maintaining public health protections, and upgrade chemical feed, secondary containment, spill prevention, and monitoring facilities. The USL project will bolster drinking water reliability and climate and emergency resiliency for EBMUD customers, including those in fence-line and disadvantaged communities, as well as for the greater Bay Area, by making improvements to this daily operations drinking water treatment plant. Total cost of the USL project is estimated to be $85 million. The project is part of EBMUD s Capital Improvement Program. In January 2021, USEPA selected EBMUD to apply for WIFIA credit assistance for comprehensive drinking water treatment plant upgrades that include the USL project. EBMUD is still evaluating the WIFIA program and working on finalizing information needed for the application. Up to 49% of the project cost could be financed with the WIFIA loan, and the remainder would be paid for by EBMUD. Total project cost: $85 million WIFIA loan funding: up to $41 million; Local EBMUD share: $34 million or more; Federal funding request: $10 million
