Community Project Funding Requests

During the Fiscal Year 2023 Appropriations cycle, each Member of Congress was able to submit 15 Community Project Funding (CPF) Requests. The deadline to submit CPF requests was April 20, 2022. Below are the requests that were submitted to the House Appropriations Committee. Members are required to certify that neither they nor their immediate family have financial interest in the request made. 

 

Sponsor: Dairyland Power Cooperative 

Project: Dairyland Power Cooperative Fiber Project 

Location: 3200 East Ave South, La Crosse WI 54601 

Requested Amount: $675,000 

Explanation: Dairyland Power Cooperative (Dairyland) endeavors to add a fiber optic cable to t6.5 miles of electrical transmission between the Rock Elm transmission substation and an existing electrical transmission line. The excess capacity on the fiber optic network will provide the opportunity for middle-mile broadband connectivity. This project will bring broadband connectivity to 850 homes and 22 businesses.

Project: New Police Department Construction 

Location: 218 East Bridge Street, New Lisbon, WI 53950 

Requested Amount: $400,000 

Explanation: The New Lisbon Police Department is looking to build a new police station for their community. The current police station is 111-year-old, the structural integrity and cost effectiveness to maintain repairs is straining the police departments operating budget. The construction of a new police department will not only aid the law enforcement agency but other agencies and departments within Juneau County. The building with provide a more desirable location for city council meetings, fire and police commission meetings, and could function as a secondary voting location.

Project: Menomonie Street Corridor Pedestrian Underpasses 

Location: 128 Graham Ave Ste. 234 Eau Claire, WI 54701 

Request: $2,500,000 

Explanation: Eau Claire is creating a pedestrian underpass to connect the west and east sides of Menomonie Street. This underpass will ensure the smooth and safe transfer of pedestrians across Menomonie Street, from the parking lot to various event structures. Additionally, the underpass will connect many bike and walking trails to increase utilization. The area of the development is an underutilized and redeveloped industrial site.

Project: Prairie Du Chien Public Safety Center 

Location: 214 East Blackhawk Avenue; PO Box 324; Prairie Du Chien, WI 53821 

Requested Amount: $7,500,000 

Explanation: The funding for this project will go to the construction of a new Public Safety Center for the Fire, Police, and other Emergency Services. The building will replace the inadequate, inefficient, outdated, and separate facilities. The project will prove the city with the tools the city needs to serve the public, protect local and regional infrastructure, and provide the necessary facilities to help attract new industry to the community.

Sponsor: Grant County 

Project: Grant County Public Safety Communications System Upgrade 

Location: 111 S. Jefferson Street, Lancaster WI 53813 

Requested Amount: 2,026,977 

Explanation: The project will contribute to the final phases of the replacement of Grant County’s failing and inadequate public safety communications system. They are building 6 new radio towers as well as public safety communications equipment on a total of eleven towers throughout the region, these towers will serve rural communities, and the improvements will solve communications problems that have plagues our rural safety responders. The system is used by 20 rural Fire Departments, 13 Ambulance Providers, 6 Emergency Medical Response Departments and 9 Law Enforcement Agencies.

Project: City of Viroqua – 2022 Sewer Projects 

Location: 202 N. Main Street Viroqua, WI 54665 

Requested Amount: $1,223,400 

Explanation: This project will address three separate sewer issues in Viroqua. The realignment of a primary mainline sewer that currently lays below an old landfill, elimination of an antiquated lift station by sewer redesign, and a sewer extension. In addition to the construction of two sewers, one on Railroad Avenue and the other on West Broadway. Both semi-residential areas lack sewers. The project supports current and future commercial, industrial, and residential development as well as protects the environment.

Project: The Rural Behavioral Health Challenge: Alcohol, Substance Abuse & COVID-19 

Location: 1707 Main Street, La Crosse WI 54601 

Requested: $450,000 

Explanation: The Family and Children’s Center of Wisconsin’s project will address behavioral health programming to increase the capacity to serve children and families in underserved areas. In rural Wisconsin, there is a significant lack of behavioral health services. Many children and youth to not receive the help they need to address mental and behavioral health issues. The project will serve approximately 100 individuals and expand access to Family & Children’s Center successful youth and family-based community programming.

Project: Ambulance Bay Expansion & Modernization 

Location: 1220 Third Avenue West, Durand, WI 54736 

Requested: $916,000 

Explanation: AdventHealth Durand has outdated Ambulance bays that no longer meet the needs of their community and first responders. The original ambulance bays were built in the 1980s, some newer ambulance models no longer fit in the existing garage. This causes Emergency Medical Services to pick up, drop off or transfer patients outside of the protected area, even during severe weather, putting patient safety at risk. The modernization of the ambulance bay will enhance the safety of patients, improve efficiency of emergency responders and spare costly damage to emergency vehicles.

Project: Gundersen Tr-County Hospital Solar Array Upgrade and Renovation 

Location: 18601 Lincoln St. Whitehall, WI 54773 

Explanation: Gundersen wants to put solar panels on top of their Whitehall Hospital to support their overall goal to be emission free and reduce energy consumption. The funds will outfit Whitehall with a solar array as part of the larger project to build a new hospital in the area. The project will improve community health, reduce cost of delivering care, encourage community partnerships, and improve the environment for future generations.

Project: Viola Economic Recovery Implementation 

Location: 106 W. Wisconsin St Viola, WI 54664 

Requested: $1,751,115 

Explanation: After the consistent loss of property due to flooding, the Village of Viola is focused on developing sites that would not be impacted by future flood events. The village has identified three different growth areas that will accommodate new commercial, residential, and industrial sites. These areas will provide approximately 40 new acres of development with potential within the community. This project is to help the community recover from devastating floods.

Sponsor: Southwestern Wisconsin Community Action Program (SWCAP) 

Project: Lancaster Senior Village Phase 2 

Location: 149 North Iowa Street Dodgeville, WI 53533 

Requested: $1,750,000 

Explanation: Currently, there is a lack of affordable senior housing in Lancaster. The Lancaster Senior Village Phase II will expand the current Lancaster Senior Village and create additional affordable rental housing for Seniors in Wisconsin’s Third Congressional District. The project will create 30 two-bedroom duplex units across from the current Senior Village, increasing the capacity by 125%. The current senior village has full occupancy and a long waiting list of low-income seniors who need affordable housing.

 Sponsor: Boys and Girls Clubs of Greater Chippewa Valley 

Project: BGC – Teen Program Center 

Location: 

Requested: $1,000,000 

Explanation: The Boys and Girls Clubs of Greater Chippewa Valley is developing a Teen Program Center. The current teen center was constructed in 1940’s and hasn’t been renovated since, the space is only used at 50% of the current capacity. The new design will follow current program quality and safety standards. They will create a new media and technology space to attract teens and increase career exploration, including programming that transitions gaming interests into robotics and manufacturing. They are also developing a kitchen lab to help teens develop healthy eating patterns and life skills

Project: Youth Workforce Development Center 

Location: 1331 Clinton Street, La Crosse, WI 54603 

Requested: $1,500,000 

Explanation: The Boys and Girls Clubs of La Crosse works to create workforce development opportunities for youth in all communities. This project would focus on creating opportunities for youth living in poverty. The organization is expanding their Terry Erickson club. The addition would house a state-of-the-art workforce readiness center providing dedicated space to enhance and create pathways for youth to become educated and trained as skilled professionals. The center will have several classrooms for area businesses, unions, trade organizations and educators to partner with youth in our community and provide training on site.

Project: La Crosse Pammel Creek Flood Control Repairs 

Location: 400 La Crosse Street, La Crosse, WI 54601 

Request: 2,500,000 

Explanation: La Crosse is looking to design and repair the existing 2.3-mile-long concrete flood control structure. The City of La Cross has had multiple failed projects over the last 15 years to address the concrete floor of the structure. The City will hire a consultant engineer to design the appropriate solution for long term sustainability of the structure and overseeing the proper construction repairs.
