SWALWELL CELEBRATES INCLUSION OF TWO AUTHORED BILLS IN HOUSE PASSAGE OF NDAA

WASHINGTON, DC -- Today, the House of Representatives passed the National Defense Authorization Act (NDAA) for fiscal year 2023, which includes two bills authored by U.S. Representative Eric Swalwell (CA-15) to address cybersecurity threats and promote proactive solutions.

The legislation includes language from Rep. Swalwell’s Proactive Cyber Initiatives Act, which invests in innovative cybersecurity methods to ensure we are fixing vulnerabilities before our adversaries. Most U.S. cybersecurity practices are defensive, usually only patching vulnerabilities after they are exploited. This bill strengthens our cyber posture by studying deception techniques to monitor bad actors, and how engaging in continuous activity security testing will secure our critical systems against future breaches.

In addition, the Industrial Control Systems Cybersecurity Training Act, introduced by Rep. Swalwell, was included in the NDAA. This bill will provide essential training to technology professionals across the nation on how to best protect against attacks on critical infrastructure and to ensure that our most important digital networks are safe from foreign cyber threats.

“Among the critical investments to our service members in the NDAA, innovations to actively promote our cyber defenses and security posture is vital. I’m proud that my legislation to proactively address cyber vulnerabilities before a breach occurs and to train our technology professionals in government, national laboratories, and the private sector to better defend against malicious foreign actors was included in this important legislation,” said Swalwell.

The NDAA is expected to pass the Senate and be signed into law by President Biden next week.
