About the Federal Appropriations Process 

Article one, Section nine, Clause seven of the Constitution of the United States says that “no money shall be drawn from the treasury, but in consequence of appropriations made by law; and a regular statement and account of receipts and expenditures of all public money shall be published from time to time.” This language forms the constitutional foundation for Congress’s central role in making federal spending decisions. Originally within the jurisdiction of the House Committee on Ways and Means, these responsibilities now lie with the House Committee on Appropriations.  

Each year, the House and Senate consider legislation on appropriations. In furtherance of Congress’ direct role, our office takes hundreds of meetings with constituents each year to understand their federal appropriations priorities and, if possible, provide support to those priorities.
