Community Project Funding Requests

For FY 2023 Appropriations, there are two relevant forms for which constituents or other stakeholders can seek to make requests of our office.

  • The first section and form are for those seeking Community Project Funding, commonly known as earmarks. This should only be used by state and local government entities, public institutions, and non-profit entities.
  • The second section and form are for those seeking programmatic funding levels or changes in statutory language that might be seen in the annual appropriations bill.

Please ensure that you use the proper form and submit prior to the stated deadline.


Community Project Funding Requests

DEADLINE: Friday, April 15, 2022, 11:59 PM

Chairwoman Rosa DeLauro announced that the House Committee on Appropriations will be soliciting Community Project Funding (CPF) requests – commonly referred to as earmarks – from Members in addition to the standard programmatic and language-based requests. Each Member is limited to 15 Community Project Funding Requests across all subcommittees for Fiscal Year 2023 and there is no guarantee that all projects will be funded.

More information on the process can be found on the House Appropriations Committee's page here. Please note that the deadlines stated on this website are for internal House usage only, and that all stakeholders should submit their requests by the deadline posted above.

If you would like to make a CPF request, please complete and submit the initial request form here.

Please note that only state and local government entities, public institutions, and non-profit entities are eligible to submit and receive funding through CPF. Funding cannot be directed to for-profit entities and will not include waivers for State or local match requirements. While matching funds do not have to be in-hand prior to the request, requesting entities must have a plan to meet such requirements for the project to be viable. Additionally, each submission must be for FY23 only and cannot include multiyear funding requests. The Committee will only consider projects with demonstrated community support in the form of: letters from local elected officials; press articles highlighting need; support from newspaper editorial boards; mentions on State intended use plans, community development plans, or other publicly available planning documents; resolutions passed by city councils or boards; etc.

Staff may follow up for additional information to support the CPF request such as budget justification, documentation of community support and need, or proof of ability to meet match requirements once an initial request is submitted. If you have any questions or concerns about submissions or the overall CPF process, please reach out to Cleaver.approps@mail.house.gov. Please note, emailing with staff about your project does not bypass the need to complete the application. We will only be able to consider requests submitted via the above application link, prior to the deadline.

 

 

 

 


Programmatic Funding & Language-Based Requests

Each year, Members of Congress are able to make requests to the Appropriations Committee to advocate for funding levels of various government agencies and to include other statutory language within the annual Appropriations legislation. For determining these priorities, our office is eager to hear from constituents of Missouri's Fifth Congressional District as to what would best support the needs of our community.
