National Security and Foreign Policy

It is my priority to strengthen the Department of Homeland Security and shape policies that will keep our communities safe. DHS is the third largest federal agency, with more than 240,000 employees and a budget of $64 billion. I'm working to ensure that there is transparency at DHS and that taxpayer dollars are used efficiently and responsibly, and that our borders are secure and our ports can process people and goods quickly and securely.

Recognizing the significance of our nation’s ports to our local economy and how much ports increasingly rely on information technology, I wrote legislation to help protect the cybersecurity infrastructure of our nation’s 360 ports, which the House of Representatives passed unanimously.  I was also proud that the House of Representatives approved legislation I co-authored to improve and permanently authorize the Federal Law Enforcement Training Center, the national center that trains our federal, state, and local law enforcement officials.  

Back in the District, I have worked to strengthen the relationship between our local law enforcement, community leaders, and federal homeland security officials by hosting roundtable meetings where we can discuss local threats and build partnerships to keep communities safe and ensure an effective, efficient response to potential dangers.

Finally, as a former 9-1-1 dispatcher, I understand that in order to save lives during emergencies, our first responders must be able to communicate and locate people who need help. As our telecommunications technology becomes more sophisticated and more people rely on cell phones as their primary phone, I believe it is critical that our first responders have a 21st Century 9-1-1 infrastructure. Unfortunately, the federal government has not moved quickly enough to help states fund these critical infrastructure upgrades, so I have called on the Government Accountability Office to assess how these delays negatively impact first responders’ ability to help our communities during times of crisis. This is critical to showing Congress and state governments that we must act now to protect our communities and bring our emergency communications technology into the 21st Century.


Es mi prioridad fortalecer el Departamento de Seguridad Nacional y diseñar políticas que mantengan seguras a nuestras comunidades. El DHS es la tercera agencia federal más grande, con más de 240,000 empleados y un presupuesto de $64 mil millones. Estoy trabajando para asegurar que haya transparencia en el DHS y que el dinero de los contribuyentes se use de manera eficiente y responsable, y que nuestras fronteras sean seguras y nuestros puertos puedan procesar personas y mercancías de forma rápida y segura.

Reconociendo la importancia de los puertos de nuestra nación para nuestra economía local y cuánto los puertos dependen cada vez más de la tecnología de la información, redacté una legislación para ayudar a proteger la infraestructura de ciberseguridad de los 360 puertos de nuestra nación, que la Cámara de Representantes aprobó por unanimidad. También me enorgulleció que la Cámara de Representantes aprobara la legislación de la que fui coautora para mejorar y autorizar permanentemente el Centro Federal de Capacitación para el Cumplimiento de la Ley, el centro nacional que capacita a nuestros funcionarios encargados de hacer cumplir la ley a nivel federal, estatal y local.

En el distrito, trabajé para fortalecer la relación entre nuestras fuerzas del orden  público, los líderes comunitarios, y los funcionarios federales de seguridad nacional organizando reuniones en las que podemos dialogar sobre las amenazas locales y crear asociaciones para mantener a las comunidades seguras y garantizar una respuesta eficaz y eficiente a los peligros potenciales.

Finalmente, como ex operadora del 9-1-1, entiendo que para salvar vidas durante emergencias, nuestros servicios de emergencia deben poder comunicarse y localizar a las personas que necesitan ayuda. A medida que nuestra tecnología de telecomunicaciones se vuelve más sofisticada y más personas confían en los teléfonos celulares como su teléfono principal, creo que es fundamental que nuestros servicios de emergencia tengan una infraestructura 9-1-1 del siglo XXI. Desafortunadamente, el gobierno federal no se ha movido lo suficientemente rápido para ayudar a los estados a financiar estas actualizaciones críticas de infraestructura, por lo que he pedido a la Oficina de Responsabilidad del Gobierno que evalúe cómo estos retrasos afectan negativamente la capacidad de los servicios de emergencia para ayudar a nuestras comunidades durante tiempos de crisis. Esto es fundamental para mostrar al Congreso y a los gobiernos estatales que debemos actuar ahora para proteger a nuestras comunidades y llevar nuestra tecnología de comunicaciones de emergencia al siglo XXI.

Pomona, CA- Today, Congresswoman Norma J. Torres reminded interested high school students in the 35th Congressional District to submit applications for nomination to the Military Service Academies.  Each Congressional office can nominate constituents for admission to the U.S. Military Academy, the U.S. Naval Academy, the U.S. Air Force Academy, and the U.S. Merchant Marine Academy (nomination is not required for admission to the U.S. Coast Guard Academy).

Pomona, CAYesterday, Congresswoman Norma J. Torres (CA-35) hosted a posthumous medal awards ceremony for the family of late veteran Lt. Adriano Barcelona Cartagena. Lieutenant Cartagena served in the Philippines during World War II, and his family now resides in Pomona.  Lieutenant Cartagena’s family came to the office seeking his service records, only to find out he was owed 8 medals and ribbons for his military service.
