FY 2022 Requested Projects
Congressman Bera submitted the listed projects to the House Appropriations Committee for FY 2022 Community Project Funding consideration.

Project Sponsor: Center Point, Inc.
Project Name: Center Point Fair Oaks Re-entry Workforce Development
Project Location: 11228 Fair Oaks Blvd. Fair Oaks, CA 95628
Requested Amount: $356,852
Explanation: Recent parolees face barriers to obtaining and maintaining stable employment. Center Point currently provides residential Substance Use Disorder (SUD) treatment services at their Fair Oaks location and this funding would support expansion of their program to include workforce development and job training and placement services. Residential SUD treatment is an alternative to incarceration and provides both health care and shelter during a patient's course of treatment.

Project Name: Citrus Heights Groundwater Production Well
Project Location: 8026 Patton Avenue, Citrus Heights CA 95610
Requested Amount: $585,000
Explanation: Funding would support the planning, design, and engineering phase for a new groundwater well. The well would be capable of producing 1,000 gallons per minute of drinking water and would be constructed with Aquifer Storage and Recovery (ASR) technology to allow for the injection of surface water into the groundwater aquifer for storage. This additional groundwater storage would provide additional water supply for the Citrus Heights Water District and allow them to reduce surface water usage during dry periods, leaving more water in the river for fish and wildlife.

Project Name: Elk Grove Police Department Communications Center Renovation
Project Location: 8400 Laguna Palms Way, Elk Grove, CA 95758
Requested Amount: $520,000
Explanation: Funding would be used to upgrade and integrate the Real-Time Information Center (RTIC) into the Communications and Dispatch Center. These investments will allow the City to expand partnerships with other organizations, agencies, and professionals outside of law enforcement to improve community services. For example, the upgrades would allow for the direction of some 9-1-1 calls related to mental health and homelessness to non-profit partners for a response instead of a law enforcement response.

Project Name: Regional Water Reliability Project
Project Location: 1325 J St, Sacramento, CA 95814
Requested Amount: $350,000
Explanation: The City of Folsom, in coordination with the City of Roseville and San Juan Water District, will conduct a planning and feasibility study to examine potential options for a backup system for raw water supply from Folsom Lake. Currently, there is no backup system in place and in the event of low water levels at Folsom Lake, these water agencies would be left without access to this critical water supply. The study would further evaluate several previously identified options and assess current water demands to determine the size of a backup system.

Project Name: Rancho Cordova Youth Center
Project Location: 10455 Investment Circle, Rancho Cordova, CA 95670
Requested Amount: $340,000
Explanation: The Rancho Cordova Youth Center will be the first Youth Center within the community, and this funding will assist in the start-up costs and programming development, including staffing, computer lab equipment, art supplies, books, and sports equipment. After-school programming provides a safe and supportive environment for children and youth and the Youth Center will focus its activities on promoting equity and inclusion, mentorship, academic support and sports. The programming will be developed and overseen through a partnership with the Boys & Girls Club of Greater Sacramento and the City of Rancho Cordova.

Project Name: Fair Oaks Community Clubhouse Facility Renovation
Project Location: 7997 California Ave, Fair Oaks, CA 95628
Requested Amount: $560,929
Explanation: The funding would be used to renovate the Fair Oaks Community Clubhouse which serves as an important gathering place for the community and would make it accessible for all ages. In particular, the funds would support accessibility upgrades for the clubhouse by building a new ADA-accessible ramp for the main entry of the facility and installing a new lift for the facilities stage.

Project Name: Community Employment Program for Adults with Autism
Project Location: 9200 Fair Oaks Boulevard, Fair Oaks, 95628
Requested Amount: $450,000
Explanation: This program's purpose is to prepare and place young adults with autism, who often face significant barriers to employment, into internships with local businesses. Program participants will receive work skills training and job coaching from Meristem and be placed in paid internships in mainstream jobs that offer public interaction and provide pathways to sustainable employment. Funding would help grow the program into a year-round paid internship model, expand the level of training and increase the number of internship opportunities.

Project Name: Orange Vale Water Company Well #3
Project Location: 1325 J St, Sacramento, CA 95814
Requested Amount: $2,175,000
Explanation: The funding would be used for the planning, design, and construction of a treatment plant to support OVWC's Well #3 in Orangevale, CA. The treatment plant will remove perchlorate concentrations and meet all drinking water standards. The project is a valuable use of taxpayer dollars because it would improve and enhance San Juan Water District and OVWC's groundwater access and conjunctive use capabilities. Access to a reliable water supply is critical as our state faces extreme periods of dry and wet periods.

Project Name: Tillotson Parkway Extension
Project Location: Kingsbridge Drive, Sacramento, CA 95829
Requested Amount: $320,000
Explanation: This funding would finalize improvement plans and construct the final undeveloped trail connection of the 4.5-mile off-street multi-use Tillotson Parkway in south Sacramento County. The Tillotson Parkway Extension project would close a gap in bike and pedestrian infrastructure and the entire Tillotson Parkway will connect communities, promote an active and healthy lifestyle, and provide safe routes to eight parks and six schools in the area.

Project Name: WEAVE Learn
Project Location: 1900 K Street, Sacramento, CA 95811
Requested Amount: $276,706
Explanation: WEAVE Learn is an online platform that provides training and education on recognizing, preventing, and ending sexual violence to a wide audience and is available free of charge. The original online training program was an educational resource for students, teachers, educators, and school personnel to recognize Commercial Sexual Exploitation of Children. WEAVE has expanded and created additional audience-specific content for parents, caregivers, and social service providers who interact with school aged children (i.e. social workers). Funding would support the development, expansion and enhancement of WEAVE Learn to add content for first responders, healthcare professionals, and employers.
