FY 2023 Community Project Funding

The following 15 Community Projects have been requested in the Fiscal Year 2023 Appropriations bills and approved by their respective subcommittees. In the coming months, the funding bills will be voted on by the U.S. House. Note: These projects are not listed in priority order.

  • $1,875,000 through the Labor, Health and Human Services, Education, and Related Agencies Appropriations bill for the refurbishment of Barton Hose Company No 1. Inc., located at 19200 Legislative Road, Barton MD 21521. A financial disclosure letter can be found here.
    • If awarded, the funding will be used for the construction of a new garage, remodeling upgrades to the existing fire station, and a refurbishment of capital equipment, including their frontline engine. The construction will include bathrooms for decontamination, living quarters, office space, storage space, and a maintenance facility, all which will allow the company to continue to provide lifesaving services and better serve the community.
  • $4,000,000 through the Transportation, and Housing and Urban Development, and Related Agencies Appropriations bill for a clubhouse replacement for the Boys & Girls Club of Washington County, located at 805 Pennsylvania Avenue, Hagerstown, MD 21742.     • If awarded, the funding will be used to construct a new Club facility at the site of the current clubhouse which is no longer suitable for use. The proposed new clubhouse will enable BGCWC to increase the average daily attendance of children and teens by 100 to 250 members, doubling their current numbers to serve as many as 500 youth each day. The funding will also allow for the creation of a new Teen Center and implementation of career/workforce development programming, for which the Club currently lacks usable space. The project will serve as an epicenter for neighborhood revitalization and provide essential services to at-risk youth to improve outcomes in social determinants of health.
  • $1,000,000 through the Labor, Health and Human Services, Education, and Related Agencies Appropriations bill for renovations and refurbishments of a health center for the Chinese Culture and Community Service Center, located at 9318 Gaither Road, Suite 205, Gaithersburg, MD 20877.     • If awarded, the funding will be used for the renovation and refurbishment of a new site for the CCACC’s Health Center. This funding will enable CCACC to build a one-stop health center to provide holistic health and wellness service for underserved populations in Montgomery County. The new clinic site will take up to 10,000 square feet, which will house a primary care clinic, a rehabilitation (providing physical therapy, occupational therapy and behavioral health) center, a radiology clinic, a dental clinic, and a retail pharmacy space all in one location.
  • $4,000,000 through the Transportation, and Housing and Urban Development, and Related Agencies Appropriations bill for the East Street Trail Liberty Road Bridge Crossing for the City of Frederick, located at 101 N Court St, Frederick, MD 21701. A financial disclosure letter can be found here.
    • If awarded, the funding will be used to complete Phase III of the East Street Rails with Trails: Shared-Use Pathway, which includes the construction of a bridge crossing to carry the East Street shared-use pathway over Liberty Road/MD 26. This project is a key component of the City’s Shared-Use Path and On-Street Bike network expansion, designed to facilitate safe travel throughout the City of Frederick without the need or use of an automobile. The Shared-Use Path system plan consists of over 25 miles spanning six corridors connecting transit nodes and activity hubs: Carroll Creek, East Street, Fredericktown Village, Monocacy Boulevard, Monocacy River, and Rock Creek.
  • $4,800,000 through the Transportation, and Housing and Urban Development, and Related Agencies Appropriations bill for the repair of the Fayette Street Bridge on behalf of the City of Cumberland, located at 57 N. Liberty Street, Cumberland, MD 21502. A financial disclosure letter can be found here.
    • If awarded, the funding will be used to replace the existing bridge over CSX Rail on the City of Cumberland’s West side. The weight restricted bridge was struck by a CSX Train in June of 2018 and remains partially inoperable. Currently, the bridge is only open to only one-way traffic, creating transit issues across the City. With this funding, the City will construct a federally compliant bridge that will allow vehicular and EMS traffic to cross the bridge.
  • $698,083 through the Labor, Health and Human Services, Education, and Related Agencies Appropriations bill for the purchase of clinical equipment for the Frederick County Government, located at 12 E. Church Street, Frederick, MD 21701. A financial disclosure letter can be found here.
    • If awarded, the funding will be used to procure medical and other much-needed equipment for the County’s Crisis Stabilization Center (CSC). The funding will enable responsive and appropriate care that will result in better outcomes for the individuals served, efficiencies in caregiving, and benefits to the community as a whole. Crisis stabilization closes a crucial gap in the continuum of care for individuals in distress, providing immediate, supervised care, and connecting them to ongoing care, while relieving the burden by first responders and local hospitals by diverting these individuals from emergency rooms.
  • $1,315,843 through the Transportation, and Housing and Urban Development, and Related Agencies Appropriations bill for refurbishments and upgrades for the City of Frederick’s Permanent Supportive Housing, Food Distribution Center, & Soup Kitchen, located at 101 N Court St, Frederick, MD 21701.     • If awarded, the funding will be used to upgrade the Frederick Community Action Agency (FCAA) Soup Kitchen and Food Bank facilities to facilitate production, storage, and distribution of fresh, healthy foods onsite. In addition, renovations to the permanent supportive housing structure adjacent to the FCAA Soup Kitchen and Food Bank Facilities will address deterioration and ensure ADA compliance. These comprehensive renovations will upgrade outmoded and aging facilities to better serve individuals and families in the Frederick community who are in need of assistance.
  • $531,718 through the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations bill for the construction of a new childcare center for the City of Frostburg, located at 37 S Broadway, Frostburg, MD 21532. A financial disclosure letter can be found here.
    • If awarded, the funding will be used for the construction of the Frostburg Childcare Center within the Frostburg Community Park. The City has partnered with the local HRDC Headstart program in order to serve low income families and support those with younger children aged 0-3 (in addition to all ages). Recent community surveys conducted by the City and HRDC identified that the lack of childcare for both low income families and younger-aged children was a significant concern. The construction of this Childcare center would fill an urgent need in the City and provide crucial support for Frostburg and the surrounding communities in Allegany County, which have a documented lack of childcare options.
  • $698,848 through the Homeland Security Appropriations bill for the purchase of equipment for the Garrett County Government, located at 203 South Fourth Street Oakland, MD 21550. A financial disclosure letter can be found here.
    • If awarded, the funding will be used to purchase emergency radio equipment to support public information alerts and warnings in coordination with the capabilities from the Emergency Operations Center. These interoperability capabilities are core functions of an Emergency Operations Center and are delineated in the emergency support functions outlined by Garrett’s Emergency Operations Plan. This request will allow the Emergency Operations Center to have 2-way radio communications and effectively communicate via radio with local, state, and federal agencies. The equipment will allow the Emergency Communications Center to operate as a fully functional backup 9-1-1 center in the event of a situation or failure at the primary site.
  • $650,000 through the Labor, Health and Human Services, Education, and Related Agencies Appropriations bill to purchase a new electronic health record system for the Garrett Regional Medical Center, located 51 North Fourth Street, Oakland, MD 21550.     • If awarded, the funding will be used to install an Electronic Health Record (EHR) system that will enable the rural medical center to connect easily and seamlessly with the large health system with which it is affiliated, West Virginia University Medicine, and to provide better, more coordinated care for the people of its service area. The grant would also cover the “community connect” for two surgical practices that provide surgical services at the hospital. This funding will reduce the cost burden of the EHR project on the hospital and clinics allowing more resources to go towards patient care for an underserved population.
  • $4,000,000 through the Commerce, Justice, Science, and Related Agencies Appropriations bill for a STEM workforce development program at Mount St. Mary’s University, located at 16300 Old Emmitsburg Road, Emmitsburg, MD 21727. A financial disclosure letter can be found here.
    • If awarded, the funding will be used to support expansion of STEM research facilities to support American competitiveness in STEM fields, particularly those showing substantial workforce demand, including computer science, data science, cybersecurity, and biological, environmental, and physical sciences. The requested funds will be used to increase existing research facilities through the addition of 20,000 square feet of computational and laboratory spaces at Mount St. Mary’s University, which will serve to enhance STEM competitiveness by providing work-based training, building educator-industry partnerships, and strengthening cross-disciplinary STEM training.
  • $750,000 through the Transportation, and Housing and Urban Development, and Related Agencies Appropriations bill for campus expansion for the Pittsburgh Institute of Aeronautics – Hagerstown, located at 14516 Pennsylvania Ave, Hagerstown, MD 21742. A financial disclosure letter can be found here.
    • If awarded, the funding will be used to support the construction of a new 10,000 square foot facility that will provide additional workshop and instructional space to accommodate their growing program for Aviation Maintenance Technicians. Opened in 2011, PIA’s Hagerstown Branch Campus is Recognized as a “School of Excellence” in 2019 by the Accrediting Commission for Career Schools and Colleges (ACCSC). The campus is Maryland’s exclusive Federal Aviation Administration (FAA) certified Airframe & Powerplant training provider, preparing graduates to work as Aircraft Maintenance Technicians (AMTs). Working in conjunction with the Hagerstown Airport Authority and by request of the Governor’s Workforce Investment Board, PIA instituted the aviation maintenance technician school to help serve the workforce needs of both Maryland and the rest of the nation.
  • $942,303 through the Transportation, and Housing and Urban Development, and Related Agencies Appropriations bill for building restoration and preservation for the Pleasant View Historical Association, located at 11810 Darnestown Road, North Potomac, MD. A financial disclosure letter can be found here.
    • If awarded, the funding will be used to preserve and restore deteriorating structures that are part of the Pleasant View Historic Site, which served as a center of the African American community in Maryland for more than one hundred years. Over the years, many of the buildings on the site have degraded to the point where they are now closed to the public, as they are longer safe for groups to use them as meeting spaces or for tours to be taken through their halls. These restoration projects would preserve critical pieces of history and allow present and future generations to tour the former Pleasant View Methodist Episcopal Church, the former Quince Orchard Colored School, and the Pleasant View Cemetery.
  • $4,000,000 through the Transportation, and Housing and Urban Development, and Related Agencies Appropriations bill for the Fisher Avenue Streetscape Project for the Town of Poolesville, located at 19721 Beall St, Poolesville, MD 20837. A financial disclosure letter can be found here.
    • If awarded, the funding will be used to construct streetscape infrastructure improvements on Fisher Avenue, which will include an increased focus on ADA accessibility and overall pedestrian safety and connectivity. The project will provide traffic calming measures for improved safety and traffic flow and will include pedestrian-friendly street lighting and sidewalks, which will help to attract and retain a quality business district. Ultimately, the Streetscape Project will dramatically enhance the Town’s infrastructure and lead to a revitalized downtown, increased business activity, and additional employment opportunities.
  • $1,000,000 through the Labor, Health and Human Services, Education, and Related Agencies Appropriations bill for an outpatient mental health clinic for the Sheppard Pratt Health System, located at 328 N Potomac St, Hagerstown, MD 21740. A financial disclosure letter can be found here.
    • If awarded, the funding will be used to expand the mental health clinic’s operations in Washington County, which would not only benefit the residents of Washington County but would also free up capacity at the Frederick County mental health clinic. This expansion plan would involve tripling the number of providers at the facility and would allow Sheppard Pratt to increase its services from 133 patients a month to almost 600. This roughly 80 percent increase in treatment capacity will adequately address the access to care issues in Washington County for behavioral health. The expansion will also allow Sheppard Pratt to double its psychiatry capacity, which will allow it to better serve the needs for medication management in Washington County.
