COVID-19 Response Tracker

Welcome to the Iowa COVID-19 Response Tracker, a clearinghouse of data that details how many taxpayer dollars have been spent in Iowa to respond to the ongoing novel coronavirus (COVID-19) public health crisis. The total of this tracker will be revised consistently as additional obligations of funds are disclosed.

Four different phases of relief have been approved by Congress to help Iowa respond to the ongoing outbreak of COVID-19 in our communities – and it is crucial that Iowans can account for how much aid has come to our state. As federal and state agencies respond to my requests for information, I will post their data and responses here for all Iowans to see.

Small Business Administration

In response to economic hardship related to COVID-19, Congress created relief programs to keep small businesses afloat and employees on payroll. Rep. Axne wrote to the SBA, which administers the programs through local lenders, to request updated details on the size and scope of relief funds coming back to Iowa's small businesses.

Internal Revenue Service & Department of Treasury

The IRS and Department of Treasury are working to distribute Economic Impact Payments (EIPs) to qualifying Iowans. Those payments are distributed via direct deposit, prepaid debit card, or physical check.

In her letter to Secretary Mnuchin and the IRS Commissioner, Rep. Axne sought details of how many EIPs have been fully distributed and how many are still pending disbursement.

Third round of economic impact payments (American Rescue Plan): On June 29, the IRS reported it had distributed 1,561,678 EIPs from the American Rescue Plan for a total of $3,904,122,000

  • 1,146,722 individuals qualified without a dependent, 414,956 qualified with a dependent.

Second round of economic impact payments (Consolidated Appropriations FY 2021): the IRS reported it had distributed 1,420,161 EIPs from the second round of direct payments for a total of $1,466,699,000

First round of economic impact payments (CARES ACT): the IRS reported it had distributed 1,543,039 EIPs in the first round for a total of: $2,747,102,000

Non-entitlement units, defined in section 603(g)(5) of the Social Security Act, as added by the American Rescue Plan Act, are generally local governments with populations of less than 50,000. Non-entitlement units will receive Coronavirus State and Local Fiscal Recovery Funds through their state governments. State governments will receive a specific allocation of these funds from Treasury for this purpose and will be responsible for disbursing these funds to non-entitlement units within their state. Award amounts are based on the population of the non-entitlement unit.

Coronavirus Food Assistance Program (CFAP) provides assistance to agricultural commodity producers to absorb revenue losses and adjust to market changes due to the COVID-19 pandemic.

CFAP was awarded in two phases.
