In January 2019, the Department of Defense released the Missile Defense Review (MDR), which described the Trump Administration’s plans and policies for defenses against ballistic and cruise missiles. In this report, CBO analyzes the MDR and estimates the potential costs of implementing its recommendations.
CBO’s estimates include the costs of high-priority initiatives that were undertaken while the review was in process, as well as the costs of potential expansions of missile defenses that might result from directives in the published MDR. Those expansions might be undertaken if threat conditions warranted, or if recommended by analyses the MDR directed DoD to undertake.
