National Commission on COVID-19 Act

This bill establishes the National Commission on COVID-19 (i.e., coronavirus disease 2019) in the legislative branch to assess the emergence, spread, and response to the disease in the United States and sets forth its powers, duties, funding, and membership. The commission must issue a report with findings and recommendations concerning, among other topics,

  • surveillance, testing, treatment, and vaccines;
  • medical devices, drugs, and other supplies, including personal protective equipment;
  • preparedness and capacity of the U.S. health care system;
  • certain federal laws and programs such as the Defense Production Act, the Strategic National Stockpile, and others;
  • public health measures such as social distancing; and
  • roles and responsibilities among federal departments, as well as coordination and communication between those departments and other entities, including state, territorial, tribal, and local governments.

The commission terminates 60 days after the submission of the final report.
