Helped lead the successful fight to reauthorize the Zadroga Act and 9/11 Victim Compensation Fund for our 9/11 first responders, victims, and their families.

Tripled funding for Long Island Sound cleanup through the Long Island Sound Program and secured full funding for the National Estuary Program and SeaGrant. 

As a member of the Bipartisan Task Force to Combat the Heroin Epidemic, cosponsored and helped lead the successful effort to pass the Comprehensive Addiction and Recovery Act (CARA) into law, which provides $8.3 billion in funding to combat the heroin and opioid abuse epidemic, supporting programs that focus on prevention, treatment and enforcement.

Created the Joseph P. Dwyer Veterans Peer Support Project for veterans suffering from Post Traumatic Stress Disorder (PTSD) and Traumatic Brain Injury (TBI). 

Helped usher into law a five-year, fully funded transportation bill that included his bipartisan Safe Bridges Act proposal, which has provided desperately needed federal funding for Hospital Road Bridge and Smith Point Bridge, among other local infrastructure needs. 

Delivered urgently requested support against long odds for our area’s maritime infrastructure, such as an emergency dredge of Moriches Inlet and a dredge of the Long Island Intracoastal Waterway, while continuing to advance the Fire Island to Montauk Point (FIMP) Project. 

Supported funding for hundreds of grants and massive funding for Stony Brook University and Brookhaven National Lab so they can continue their important research.

Promoting veteran homeownership, by ushering into law his legislative initiatives to protect affordable mortgages for veterans and expand homeownership opportunities in communities like Long Island. 

Secured House passage of 5 of his proposals to save Plum Island, and secured $1.5 million to stabilize its lighthouse.

Ushered into law his Adult Day Health Care Act to aid veterans who are 70% or more disabled.

Steered the Department of Energy’s $2 billion Electron-Ion Collider (EIC) project to Brookhaven National Lab (BNL), injecting billions of dollars and an extensive number of jobs into New York’s First Congressional District.

Introduced a legislative proposal that became law to allow states to opt-out of common core without penalty from the federal government.

Championed the successful effort to permanently extend the Conservation Easement Tax Credit and permanently reauthorize the Land and Water Conservation Fund which has supported 65 parks in Suffolk County alone.

Led the successful effort to repeal the Saltwater Fishing License Fee; a victory for tens of thousands of fishermen on Long Island.

Cosponsored the nation’s strongest property tax cap, which became law.

Reduced middle-income tax rates in New York to the lowest level in 60 years.

Led the successful fight to repeal the MTA Payroll Tax for 80 percent of employers, a job killing tax that was hurting New York's small businesses.

Secured a new East End clinic for Long Island veterans and aided the expansion of services and extension of hours at the VA’s local Community Based Outpatient Clinics (CBOCs).

Successfully fought to get the $9.51 Million, 80% federally funded Port Jefferson to Wading River Rails to Trails Project on track for completion.

Authored and secured into law dozens of other legislative proposals as well on a wide variety of issues throughout his tenure in the New York State Senate and now in Congress.
