February Highlights from the House

Bipartisan legislation championed by Peter to provide relief from unwanted robocalls has been signed into law. “Vermonters are fed up with intrusive robocalls that are annoying at best and predatory at worst,” said Peter. “These calls often originate from scam artists intent on ripping off unsuspecting consumers, particularly seniors. This is a bipartisan win for Vermonters that gives the FCC the tools it needs to be the cop on the beat to go after these bad actors.”

Yesterday, the House of Representatives approved a major prescription drug price relief bill that will empower the federal government to negotiate lower drug prices with the pharmaceutical industry, saving taxpayers and consumers an estimated $500 billion. Peter has long championed price negotiation legislation in Congress. “This comprehensive bill will bring long overdue drug price relief to Vermont’s consumers struggling to afford lifesaving medicines,” said Peter. “It’s a common-sense solution that empowers the federal government to negotiate lower drug prices with Big Pharma. There is simply no reason why the federal government, the largest purchaser of drugs in the nation, should pay retail drug prices through the Medicare program. Lower drug prices will provide across-the-board relief to seniors, taxpayers, businesses and consumers.”

Peter took to the House floor to fight for an amendment that will block President Trump from unilaterally starting a war with Iran. “Americans do not want another war in the Middle East,” said Peter. “Congress must assert its clear authority under the Constitution to check this erratic President and the ideologues in his administration who seem hell-bent on going to war with Iran.” Peter is a founding member of the No War With Iran Caucus.

Robocalls have dramatically increased in recent years, with 47 billion calls placed in 2018. At a Burlington press conference, Peter unveiled legislation moving through Congress that will crack down on these unwanted and often predatory calls. He was joined by Kathryn Ottinger, a Shelburne senior who is being bombarded with daily robocalls. “Robocalls often originate from scam artists intent on ripping off unsuspecting consumers, particularly seniors,” said Peter. “Our bill gives the FCC the tools it needs to be the cop on the beat to go after these bad actors."

April Highlights from the House

At a press conference last month at Rutland Pharmacy, Peter unveiled two bills that will protect Vermont’s local independent pharmacies which are at risk due to anti-competitive practices by middlemen in the prescription drug market. There are 41 independent pharmacies in Vermont employing 381 full-time employees. “When Vermonters get sick, their local pharmacy is often the first place they visit for advice and care,” said Peter. “Community pharmacies are locally owned. Their pharmacists have earned the trust of customers. My legislation will level the competitive playing field to help ensure these vital small businesses remain open to serve their customers.”

At the Community Health Centers of Burlington, Peter unveiled his legislation to provide relief to diabetes patients from skyrocketing insulin prices in Vermont and across the country. The legislation will allow patients, pharmacists, and wholesalers to import safe and lower cost insulin from Canada. “The price of insulin has gone through the roof and is hammering diabetes patients who cannot live without this life-saving medicine,” said Peter. “This commonsense legislation bypasses big Pharma’s pricing monopoly by making available safe, lower-cost insulin.”

Peter took to the House floor yesterday to demand an end to the 26-day partial government shutdown. He shared stories from Vermonters ranging from furloughed federal employees struggling to pay their bills to those unable to access critical government services. Along with Senator Ron Wyden (D-Ore.), Peter introduced the Local School Foods Expansion Act, legislation to improve child nutrition by expanding access to locally-grown, unprocessed fruits and vegetables for school meal programs. “Farm-to-school programs effectively support our family farmers, reduce energy use, help maintain open land, and provide healthy food and educational opportunities for our students,” insisted Peter. “This commonsense legislation will expand access to locally-grown, fresh fruits and vegetables to even more schools and communities.”

October Highlights from the House

Peter’s bipartisan legislation to lower the cost of prescription drugs was signed into law last month. His bill eliminates contractual “gag rules” imposed on pharmacists that prevent them from informing customers of lower cost options on prescription drugs. “In a time of skyrocketing prescription drug prices, it defies common sense that some pharmacists are prohibited from helping customers save money on their medications,” Peter said. “This new law empowers pharmacists to steer customers to the lowest cost option when filling a prescription.”

At the Vermont State House last month, Peter unveiled his bipartisan legislation to combat Medicaid fraud and abuse. The Committee on Energy and Commerce recently approved his bill, sending it to the full House of Representatives which is expected to pass it this fall. “Medicaid provides vital health care services to over a third of Vermonters, including low-income seniors,” Peter said. “This bipartisan initiative will empower state attorneys general to crack down on bad actors exploiting Vermonters, while ensuring Medicaid remains an efficient and effective program.”

The U.S. House of Representatives approved Peter’s bipartisan amendment to increase funding for the Lake Champlain Basin Program from $4.4 million to 8.4 million. The program supports water quality improvements around the lake and the surrounding watershed. “Lake Champlain is the environmental crown jewel of our region,” Peter explained. “It is central to our cultural heritage and natural history, and an invaluable recreational and economic resource. It is essential that this great lake be protected and preserved for generations to come.”

Peter took to the House floor to condemn proposed draconian cuts to the Supplemental Nutrition Assistance Program (SNAP) that will eliminate a lifeline of nutrition assistance to millions of Americans. “We passed a tax cut that wasn’t paid for,” he admonished. “The bill has come due and we have a proposal here to come up with $23 billion to pay for it by taking meals off the tables of disabled people.” See his full remarks below.

I’m going to do everything I can to try to bring the Vermont way of doing business to the United States Congress.”

"This isn't an abstract policy debate," Peter insisted. "This legislation would have devastating consequences for Vermonters and for our community hospitals."
