H.R. 7986 entitled the Native Chamorro Equity Act was introduced in the 116th Congress by Congressman Michael San Nicolas to create a means to identify qualified Native Chamorro companies as 8(a) firms eligible for federal set-aside, sole-source, and general contracts.

In a letter to Governor Lou Leon Guerrero, Congressman San Nicolas advises a review of the Pennsylvania program utilizing state and local CARES Act funds for compensating essential workers.

"Essential workers have held us up and kept us going, and we need to compensate that accordingly," opened Congressman San Nicolas.

The Pennsylvania program provides direct grants to eligible businesses to compensate essential workers, with Congressman San Nicolas advising eligibility for all workers earning $25 or less.

The Education Stabilization Fund of the CARES Act set aside over $153M for the insular territories to provide relief and support forCOVID-19 education-related activities. Guam is set to receive a total of $54,021,960, based on the island’s student-aged population and poverty levels.

The University of Guam and Guam Community College have been awarded by the U.S. Department of Education, appropriated funds from the CARES Act. These funds are eligible for tuition rebates to students and to cover the expenses related to the disruption of campus operations during the coronavirus pandemic.
