Biography

 
Michael F.Q. San Nicolas is Guam’s Delegate to the House of Representatives in the 116th U.S. Congress. In this, his first, term Congressman San Nicolas has worked to secure funding for the payment of War Claims pursuant to the Guam World War II Loyalty Recognition Act, to extend coverage for Social Security Supplemental Security Income to the Territory of Guam, to secure reimbursement of the Earned Income Tax Credit for FAS migrants residing in Guam, and to address herbicide exposure for veterans who served in Guam, among other issues. San Nicolas currently serves as Vice Chair of the House Financial Services Committee and is serving on that committee and its Subcommittees on Investor Protection, Entrepreneurship and Capital Markets and National Security, International Development and Monetary Policy, respectively, and the Committee on Natural Resources and its Subcommittees on Indigenous Peoples of the United States and Oversight and Investigations, respectively. 

 

Congressman San Nicolas is a member of the Congressional Asian Pacific American Caucus, the Congressional Hispanic Caucus, the Congressional Caucus on Korea, the Congressional Taiwan Caucus, the Future Forum Caucus, the U.S.-Japan Caucus, and the Congressional U.S.-Philippines Friendship Caucus. 

 

Before his swearing in as Guam’s Delegate to the U.S. House of Representatives in 2019, Michael San Nicolas served in the Guam Legislature since 2013. During his time in the legislature, Michael San Nicolas became known for his work to repeal the costly pay raises for elected and appointed officials and working to make the government of Guam more accountable and financially responsible. 

 

Congressman San Nicolas is the son of educators and school administrators Miguel Borja San Nicolas and Eva Quitugua San Nicolas and is the grandson of former Speaker Franklin Quitugua. Shortly after graduating from high school, Michael San Nicolas was a youth speaker who introduced President Clinton to a large rally during his visit in 1998. San Nicolas studied history at the University of Guam and served as Speaker of the 22nd Guam Youth Congress from 1998 to 2000 and as President of the Student Government Association in 2002-2003. He graduated with a Bachelor of Arts Degree from the University of Guam in 2004. 

 

Michael San Nicolas married his wife Kathryn Santos Ko in 2005 and they have two children together. 

 

Prior to running for the Guam Legislature in 2012, San Nicolas had worked as Chief of Staff for Senator Carmen Fernandez in the 27th Guam Legislature and later as Assistant Vice President and Financial Adviser at the Bank of Guam.
