Congress 101

The Legislative Process: Congress is currently in its 116th Session, marking nearly two and a half centuries since our Republic was formed. Throughout this time, the Legislative Branch of our Government has adopted accepted practices for writing, processing and eventually passing laws. This page contains an introduction to the federal legislative process.

How Committees Work: The concept of the "grand committee" has been carefully developed from the early days of the House of Representatives and, in modern practice, gives the House a more expeditious means for considering the complex and often controversial legislation referred to it.

Voting in the House: The Clerk of the House is tasked with keeping records of all votes taken by the House of Representatives. This page provides access to Congressman Ruppersberger’s voting history as well as a searchable database for other members. It also includes resources for learning more about legislation currently pending before the House. Additionally this page teaches you how to read the roll call votes.
