Agriculture:

I’m proud to represent one of the most diverse and productive agricultural areas in the world. Northern California is the second largest rice growing region in the nation, we produce over 90% of America’s domestic olives, and we grow over half of all the dried plum produced in the world. Our farmers are also international leaders in almond, walnut, and pistachio production, among other crops.

As a rice farmer, I understand the unique challenges and obstacles facing our agricultural industry, from excessive state and federal regulations, unpredictable and sometimes catastrophic weather conditions, volatile markets, and significant barriers preventing new and young farmers from gaining stability.

During the very first Farm Bill I worked on as a member of the House Agriculture Committee, I advocated for eliminating costly direct payments, streamlining federal programs, investing in our specialty crops, and ensuring farmers have the tools they need to endure uncertainties, such as droughts or wildfires. We now must build off those successes as Congress continues to move toward reauthorizing the 2018 Farm Bill. I will continue advocating for policies that provide relief from burdensome red tape, develop new markets for our products, increase flexibility for our ranchers and foresters, and target resources to rural development and broadband expansion.

In Congress, I will continue to fight to ensure our farmers and rancher have the support, certainty and clarity they need to continuing feeding our nation and the world.

This Appropriations package includes $30 billion to reimburse the Commodity Credit Corporation (CCC), which provides funding for agriculture programs, along with an $8 billion extension of Pandemic-EBT program (P-EBT), which reimburses families for meals they typically rely on schools to provide for their children.

(Modoc County, CA) – Congressman Doug LaMalfa (R-Richvale) released the following statement after today’s announcement from the Bureau of Reclamation that farmers in the Klamath Basin would receive the full 140,000-acre feet of water committed to them in April. In May, after locals spent more than $60 million to prepare for the growing season, their forecasted delivery was cut nearly in half to 80,000-acre feet. LaMalfa participated in the “Shut Down & Fed Up” rally with thousands of participants to spotlight the farmers’ need for their full water allocation, otherwise their already-planted crops would wither under the summer sun.

On April 17th, President Trump and Agriculture Secretary Sonny Perdue announced the Coronavirus Food Assistance Program (CFAP) which would utilize $9.5 billion in funding from the CARES Act, in conjunction with $6.5 billion in existing Commodity Credit Corporation (CCC) funds to provide $16 billion in direct assistance to producers. Separate funding from the Families First Coronavirus Response Act is also being utilized to make up to $3 billion in purchases of fruit and vegetables, meat, and dairy products over the course of the next 10 months.

(Washington, DC) – Congressman Doug LaMalfa (R-Richvale) issued the following statement after introducing H.R. 5774, the Clearing Lines along Electrical At-Risk Zones (CLEAR Zones) Act. H.R. 5744 builds off current law resulting from the passage of Congressman LaMalfa’s Electricity Reliability and Forest Protection Act, which provided a process through the Departments of the Interior and Agriculture to remove trees that posed a hazard to nearby power lines. The CLEAR Zones Act extends the area around utility rights-of-way that must be kept safe from hazard trees, accelerates the review process by providing for a categorical exemption from environmental assessments, and ensures plans will be approved within 60 days.
