Jobs and the Economy
As he has long said, Congressman Cartwright’s number one priority is to bring good-paying, family-sustaining jobs to Northeastern Pennsylvania. While the people of the 8th Congressional District of Pennsylvania are known for valuing hard work, the recent recession has created a lasting impact.
To create jobs, Congressman Cartwright will act to ensure that Congress is investing in infrastructure, and that the 8th District is getting its share of these projects. Pennsylvania has thousands of structurally deficient bridges that need repair and thousands of unemployed workers who have the skills to correct this issue. The Congressman will act to ensure that the two are linked. Also, Congressman Cartwright will work to expand rail service to the district and bring new clean energy jobs to the people of Northeastern Pennsylvania.
While addressing our immediate needs is important, Congressman Cartwright also recognizes that we need to create long-term, sustainable jobs so that future generations of Northeastern Pennsylvanians will live in prosperity. To accomplish this goal, Congressman Cartwright will act to bolster our public education system and ensure that this generation of Americans can compete in the world-wide marketplace.
The engine that drives the economy of northeastern Pennsylvania and the United States is small business. Congressman Cartwright will work to ensure that the small businesses in the 8th district are on a level playing field with their larger competitors, so that their growth can continue.

Honesdale, PA – U.S. Representative Matt Cartwright (PA-08) today announced a federal award of $1,500,000 for Wayne County to fund the development of a substance abuse treatment center at SCI Waymart. The funds are distributed through the Appalachian Regional Commission (ARC)’s POWER (Partnerships for Opportunity and Workforce and Economic Revitalization) Initiative. During the fiscal year 2020 appropriations process, Cartwright fought successfully to fund ARC at $175 million.

The federal funding is distributed through the U.S. Department of Labor’s (USDOL) Workforce Opportunities for Rural Communities (WORC) program, in partnership nationally with the Appalachian Regional Commission (ARC) and the Delta Regional Authority (DRA).
Scranton, PA – U.S. Representative Matt Cartwright (PA-08) today announced that the Northeastern Pennsylvania Industrial Resource Center, Inc. (NEPIRC) will receive $140,234 and the Northeastern Pennsylvania (NEPA) Alliance will receive $75,000 through the Appalachian Regional Commission (ARC) to support local businesses, jobs, and community investment.
Washington, D.C. – U.S. Representative Matt Cartwright (PA-08) today voted to pass a clean energy legislative package in the U.S. House of Representatives that includes his Streamlining Energy Efficiency for Schools Act (H.R. 762) to help schools cut costs and improve energy efficiency in their facilities. Pittston, PA – U.S. Representative Matt Cartwright (PA-08) today welcomed Ball Corporation’s announcement that the company will build a new aluminum beverage packaging plant in Pittston, creating 230 new manufacturing jobs through an investment of more than $300 million over multiple years. Production is expected to begin by the middle of 2021.
