The funds are distributed through the Appalachian Regional Commission (ARC)’s POWER (Partnerships for Opportunity and Workforce and Economic Revitalization) Initiative. During the fiscal year 2020 appropriations process, Cartwright fought successfully to fund ARC at $175 million.
