Philip G. Kiko

Philip G. Kiko was sworn in as the Chief Administrative Officer of the U.S. House of Representatives on August 1, 2016, during the second session of the 114th Congress. He is the eighth person to serve as CAO since the position was created in 1995.

As CAO, Mr. Kiko is responsible for the information technology, financial, logistics, human resources, and procurement services provided to Members and their staff. 

During the 115th Congress, Mr. Kiko spearheaded strategic initiatives that were designed to improve House operations, accountability, and the CAO’s customer services. As CAO, Mr. Kiko has had a particular focus on improving the efficiency and accuracy of House services.

Answering an early call to public service, Mr. Kiko has a long record of House and government service, first working as a Legislative Director and Chief of Staff in a personal office of a Member.

In the mid-'80s and early '90s, Mr. Kiko worked in the Executive Branch at the Department of Education doing civil rights enforcement. He also held various positions in the Department of Interior where his responsibilities included the oversight of its administrative and fiduciary functions and appellate administrative law cases. The foundation for his next endeavor in 1995 was laid when he returned to the Hill as Associate Administrator of Procurement and Purchasing at the newly formed CAO. 

After establishing and implementing the CAO’s procurement policies and functions, Mr. Kiko served as Staff Director and General Counsel for three House committees, including the Committee on House Administration, which is responsible for overseeing House operations, including those carried out by the CAO.

Mr. Kiko also served as Of Counsel at the Washington, D.C., office of the Milwaukee-based law firm Foley & Lardner and Vice Chairman of the Smith-Free Group.

Mr. Kiko is originally from Canton, Ohio, and graduated from Mount Union College in Alliance, Ohio.  He is a graduate of George Mason University School of Law and is a Member of the D.C. Bar, the Virginia State Bar, and the United States Court of Appeals for both the Federal Circuit and the D.C. circuit.

Mr. Kiko is married with four children and several grandchildren and lives with his wife in Virginia.

John Clocker

John Clocker serves as Deputy Chief Administrative Officer for the U.S. House of Representatives. Tapped by CAO Philip G. Kiko in September 2016, Mr. Clocker has over a decade of Legislative Branch experience, which touches all aspects of CAO operations.

Prior to his service as Deputy CAO, Mr. Clocker served as Deputy Staff Director for Planning and Oversight with the Committee on House Administration where he effectively managed the Committee’s oversight of day-to-day operations of the U.S. House, including administrative, technical, and security operations.

Mr. Clocker’s extensive service within the Legislative Branch also includes six years working with House Information Resources as the Director of Web Systems. In that role, he worked to implement strategies to provide optimal web operations and services for the entire House community.

Mr. Clocker also has worked at the Committee on Energy and Commerce and previously with the Committee on House Administration as Director of Technology.

Mr. Clocker has a master's of science degree in technology management from George Mason University.

Anne Binsted

Anne Binsted serves as Chief of Staff for Chief Administrative Officer, Philip G. Kiko.  As Chief, Ms. Binsted is responsible for the management of the CAO's business units and almost 700 employees who support House operations.

Ms. Binsted has worked in the U.S. House of Representatives for nearly three decades for four House committees under the direction of five chairmen as well as in the leadership office of former House Republican Leader Robert H. Michel.

As the daughter of two former congressional staffers who met while working in the Cannon House Office Building in the late 60s, Ms. Binsted has been connected to the U.S. House of Representatives in one way or another throughout her entire life, and she brings tremendous experience in House operations to her role as Chief of Staff.

Prior to joining the CAO, Ms. Binsted served the House in multiple capacities, including as Finance and Personnel Administrator for the Committee on House Administration.  She also worked with the Judiciary and Science committees as an Editor and Special Assistant, respectively.

Ms. Binsted has a bachelor's degree in English from West Virginia University.

Richard Cappetto

Richard Cappetto serves as Chief Customer Officer for the U.S. House of Representatives. Mr. Cappetto is responsible for ensuring outstanding service to Members of Congress and House staff. Mr. Cappetto oversees eight customer service operations: the First Call service center, the Congressional Staff Academy, Customer Experience Management, House Creative Services, Communications and Marketing, the Capitol Service Center, and the Customer Advocate program. He also oversees Service Contracts Management, which administers high quality services on the House campus, including food services, mail services, and convenience services.

Prior to his appointment as Chief Customer Officer, Mr. Cappetto served as a Senior Advisor to CAO Philip G. Kiko. In this role, he led projects to create and improve CAO services, including the development of the Congressional Staff Academy, and the House Wellness Center.

Mr. Cappetto previously served as a staffer on the Committee on House Administration where he developed subject matter expertise in many of the administrative systems in the House. In 2013, Chairman Candice Miller tapped Mr. Cappetto to serve as Staff Director of the bipartisan Commission on Congressional Mailing Standards. As Staff Director, Mr. Cappetto worked across the aisle to gain consensus on key policy and process changes to a decades-old regulatory regime.

Mr. Cappetto has a bachelor’s degree from Central Michigan University and a master’s of arts from the United States Naval War College. He is also a certified Project Management Professional.

Tom Coyne

Tom Coyne serves as the House of Representative’s Chief Logistics Officer.

Mr. Coyne has served in the Office of the Chief Administrative Officer since before there even was a “CAO.” 

In 1991, he joined what was then called Office Systems Management as an equipment management counselor supporting roughly 70 Member offices.  Over the next quarter-century, he held positions in the House Service Center, Customer Solutions Delivery and the Office of Finance.

Before becoming Chief Logistics Officer, Mr. Coyne served as Assistant Chief Administrative Officer (Finance); and headed up the CAO working group charged with redesigning and implementing a top-to-bottom overhaul of asset management processes within the CAO and across the House. 

Mr. Coyne has a bachelor’s degree in accounting from George Mason University.

Lisa Grant

Lisa Grant serves as the Chief Procurement Officer for the Chief Administrative Officer of the House. In this role, Ms. Grant leads the CAO's team of procurement professionals, directing all strategic and operational efforts in acquisitions, purchasing and contracting. 

Ms. Grant joined the CAO in May 2015 from the General Services Administration (GSA) where she had served since 2010 as Deputy Assistant Commissioner and Acting Assistant Commissioner for the Office of Acquisition Management within the Federal Acquisitions Service.

Ms. Grant began her federal procurement career in 1988 as a contract specialist with the Defense Logistics Agency, and for nearly three decades held a series of procurement positions with the Department of Justice, the U.S. Army Intelligence and Security Command, and GSA. 

She holds a Bachelor of Science degree in finance from Troy State University and earned a master's degree in Management with a minor in contract management from Florida Institute of Technology.

Leonard R. Puzzuoli

Leonard R. Puzzuoli serves as the Chief Financial Officer for the U.S. House of Representatives. Mr. Puzzuoli oversees all financial operations including accounting, budgeting, financial counseling, and payroll and benefits.

Before joining the CAO, Mr. Puzzuoli was Chief Executive Officer for Otis Technology, an international manufacturer and defense contractor of weapons maintenance and safety products. Previously, Mr. Puzzuoli served as the Chief Financial Officer and Treasurer for Otis.

Mr. Puzzuoli also worked in the pharmaceutical, medical device, and chemical industries with Alpharma Pharmaceuticals, Bocchi Holdings Corporation, Purolite, Aventis Behring, Air-Shields Vickers, and Pharmacia.

Mr. Puzzuoli earned a bachelor's degree from Michigan State University and a Master of Business Administration degree from Capital University in Ohio. He is a Certified Management Accountant and is licensed in Ohio as a Certified Public Accountant.

John Salamone

John Salamone serves as Chief Human Resources Officer for the Chief Administrative Officer of the House.

Mr. Salamone joined the CAO in June 2016, bringing with him 17 years of federal government experience in both the executive and legislative branches. Prior to joining the CAO, Mr. Salamone led a team of consultants and oversaw a portfolio of HR-related projects at a management consulting firm in Alexandria, Virginia.

As Chief Human Resources Officer, Mr. Salamone oversees the human resources team and leads the CAO’s strategic and long term human resource planning.

Mr. Salamone has a bachelor’s degree in sociology from the State University of New York at Oswego and a master’s in Public Administration from George Mason University.

Susan Simpson

Susan Simpson serves as Chief Risk Officer for the U.S. House of Representatives. Ms. Simpson oversees the Enterprise Risk Management and Internal Control program as well as audit liaison and remediation efforts for the Office of the Chief Administrative Officer.

Before joining the CAO, Ms. Simpson served for nearly a decade in the House Office of Inspector General, where she most recently served as Director of Financial and Performance Audits and Investigations.

Prior to her arrival on Capitol Hill, Ms. Simpson worked in public accounting managing financial statements and internal control audits for public companies.

Ms. Simpson graduated from the University of Colorado with a bachelor’s degree in business administration with a focus in accounting. She is a RIMS Certified Risk Management Professional, Chartered Global Management Accountant, and a Certified Public Accountant licensed in the State of Colorado.

Alan Thompson

Alan Thompson is the Acting Chief Information Officer for the House of Representatives.

Mr. Thompson oversees House Information Resources which provides technology applications and services, technical support, cybersecurity, and telecommunications for the House. His department also designs and hosts websites for hundreds of Members and Committees.

Mr. Thompson joined the House in May 2020 as Deputy Chief Information Officer and was selected to run the department as Acting CIO in October 2020.

He has an extensive background in information technologies. Prior to joining the House, Mr. Thompson served as Vice President of Global IT Services and as the Head of Global IT Infrastructure Services for the Carlyle Group. He also worked as the Director of IT Infrastructure for The Washington Post.

Mr. Thompson holds a bachelor’s degree in information systems management from the University of Maryland Baltimore County.
