DEBATE - Pursuant to the provisions of H. Res. 1224, the House proceeded with 10 minutes of debate on the Smucker amendment No. 15.

An amendment, offered by Mr. Smucker, numbered 15 printed in Part B of House Report 116-593 to include providing authority for additional programs of work-based learning, striking the establishment of the National Advisory Committee and interagency agreement, and providing additional flexibility for the state plan process.

DEBATE - Pursuant to the provisions of H. Res. 1224, the House proceeded with 10 minutes of debate on the Levin (MI) amendment No. 9.

An amendment, offered by Mr. Levin (MI), numbered 9 printed in Part B of House Report 116-593 to establish that any eligible entity applying for a title II grant should be partnering with a labor or joint labor-management organization, to the extent practicable.

Considered as unfinished business. H.R. 8294 — "To amend the National Apprenticeship Act and expand the national apprenticeship system to include apprenticeships, youth apprenticeships, and pre-apprenticeship registered under such Act, to promote the furtherance of labor standards necessary to safeguard the welfare of apprentices, and for other purposes."

UNFINISHED BUSINESS - The Chair announced that consideration would resume on H.R. 8294, which was debated earlier and on which further proceedings had been postponed.
