The Department of State uses science and technology to foster a global environment where invention, innovation, and industry can thrive through the ever-changing technical arena of international affairs. The Science, Technology, Engineering, Math (STEM) Fellowship Program was designed to bring fresh talent into the Department’s global technical environment. The STEM Fellowship Program is open to individuals who, at the time of application, will have completed their formal education in one of the identified Science, Technology, Engineering, and Math (STEM) disciplines. During the application window, the Department will consider the first 50 applications per type of position, per bureau. Many positions are available.

Civil Service Foreign Affairs (FA) Fellowship Program   Keep Me Informed

The Department of State uses diplomacy to foster a global environment that encourages international collaboration and cooperation. Civil Service Foreign Affairs positions play a key role in the Department’s diplomacy efforts, performing critical functions, such as work related to foreign policy development and monitoring international agreements. The Civil Service Foreign Affairs Fellowship Program was designed to bring fresh talent into the Department’s foreign affairs ranks. The Fellowship is open to individuals whose educational background meets the basic requirement for the Foreign Affairs occupation at the time of application. During the application window, the Department will consider the first 50 applications per bureau. Many positions are available.

The Department has indefinitely postponed the application window for the Foreign Affairs Fellowship Program due to the federal hiring freeze.

Fellowship Details

Fellows will be hired initially for a two-year period, which may be extended for up to an additional two years at the discretion of the hiring bureau.
  • Eligible for health and life insurance coverage;
  • Eligible to earn annual and sick leave; and
  • Retirement and Thrift Savings Plan (TSP) contributions
Depending on candidates’ educational background, the starting salary may be one of the following: $44,941 (GS-07), $54,972 (GS-09), or $66,510 (GS-11). The starting salary is the step 1 of each grade level, however, the salary may be adjusted for current or former federal employees with a higher previous rate. The starting grade level will be based on the highest level of education obtained:

  • GS-07: 1 year of graduate-level education or a bachelor’s degree with superior academic achievement (SAA). SAA is based on (1) class standing [applicants must be in the upper third of the graduating class, based on competed courses], (2) grade-point average [3.0 or higher out of a possible 4.0], or (3) honor society membership.
  • GS-09: 2 years of progressively higher level graduate education leading to a master’s degree or equivalent graduate degree.
  • GS-11: 3 years of progressively higher level graduate education leading to a Ph.D. degree or equivalent doctoral degree.
  • Be a U.S. citizen.
  • Meet the educational requirements for one of the STEM or Foreign Affairs disciplines.
  • Be able to successfully obtain and maintain the required level of security clearance for the position.
  • Be able to pass random drug testing.
  • Be found suitable for employment (as described in Title 5, Code of Federal Regulations, Part 731).
To be considered for the Fellowship Program, applicants must submit the following information to the appropriate email address for each position type as listed in the programs above:

  • Resume: Your resume must include the dates of all qualifying experience (from month/year to month/year), the number of hours worked/volunteered per week, and education showing degrees obtained and if appropriate, relevant coursework.
  • Copy of transcripts: transcripts may be official or unofficial. Education completed in foreign colleges or universities may be used to meet the education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States. It is your responsibility to provide such evidence when applying. Click on the link for a list of accredited organizations recognized as specializing in interpretation of foreign education credentials.
  • Veterans’ preference documentation, if applicable. Veterans’ claiming preference must submit the following documentation:
    • DD-214 or if currently on active duty a certification that meets the requirements under the VOW Act.
    • If applicable, an SF-15, Application for 10-Point Veteran Preference and any documentation required by this form to support your claim (e.g., VA Letter)
  • A concise statement (one to two pages) explaining your interest in the Fellowship and articulating the attributes you will bring to the Program. Additionally, your statement must clearly state the bureau(s) that you are interested in and the “type of position” that you are applying to.

Step 1: Identify the type of position that you are interested in.

Step 2: Click on the name of the bureau(s) for which you want to work. A new window will appear with the bureau’s email address. NOTE: You will not be able to click on the bureau names until the first day of the application window.

Step 3: Send your application materials to the bureau’s email address. The application materials are found in the “Application Requirements” section. Applicants must submit all application materials by 11:59pm, Eastern Standard Time of the last day of the application window in order to be considered. The last day of the application window for the STEM Fellowship is January 30, 2017. The last day of the application window for the Foreign Affairs Fellowship is February 13, 2017.

Once all application packages have been received, they will be reviewed to determine whether all required documents were submitted. Resumes will be reviewed, and, if the basic qualification requirements are met, will be referred to the hiring manager for further consideration. Qualified candidates with Veteran’s Preference will be considered before non-preference candidates, in accordance with Chapter 5 Code of Regulations, Part 302. The Department will consider the first 50 applications per “type of position” per bureau.

General

Q: How many positions are available?
A: Between the two Fellowships, there are over 50 positions.

Q: Where are the positions located?
A: The positions are located in the United States, however, occasional international travel is permitted if required by the position.

Q: When will the Fellowship appointments start?
A: We expect selections to be made in the February/March 2017 timeframe. Each position requires an applicant to obtain a security clearance. The start date of each candidate will depend on when the security clearance is received.

Fellowship Duration

Q: Will I automatically receive a conversion to a permanent position at the conclusion of the Fellowship?
A: Unfortunately, there is no opportunity for non-competitive conversion at the conclusion of the program. Fellows may pursue additional, more permanent employment opportunities at the Department of State by applying through USAJOBS.

Compensation

Q: Are Fellows eligible for promotions?
A: Yes, Fellows are eligible to receive promotions throughout the Program, up to the GS-13 grade level.

Eligibility Criteria

Q: Do I need to have prior experience in order to qualify for the Fellowship?
A: No experience is required, however, you must have already obtained the education that is required for the type of position that you are applying to.

Q: Are the Fellowships limited to candidates who are current students or recent graduates?
A: No, the Fellowships are open to anyone that meets the eligibility and qualification requirements.

Q: Do I need to meet the education requirements by the last day of the application window?
A: Yes, You must meet all education requirements for the type of position that you are interested in by the last day of the application window.

Application Requirements

Q: Do I need to submit an official transcript?
A: Unofficial transcripts are acceptable when applying, however, the transcript must show that you have the education required for the type of position that you are interested in.

Q: Is there a required format for the resumes?
A: There are no specific formatting or length requirements for the resume, however, your resume must include the information specified in the “Application Requirements” section.

How to Apply

Q: Do applicants need to have a USAJOBS account or a USAJOBS resume before applying?
A: No, applicants do not need a USAJOBS account, nor do they need to have built a resume through the USAJOBS resume builder system. Applicants will submit application materials via email. Although resumes are required, applicants do not have to build them in USAJOBS.

Q: Can I apply to more than one bureau?
A: Yes, you may apply to more than one bureau by emailing an application to each bureau that is of interest to you.

Q: Will the Department of State cover relocation expenses for candidates outside of the Washington DC area?
A: No, the Department will not pay relocation expenses.
