Because the Helsinki Final Act defines security in a uniquely comprehensive manner, the work of the Helsinki Commission covers issues in all three “dimensions” of the OSCE: the politico-military (“first”); the economic and environmental (“second”); and the human (“third”). These issues range from hard security issues such as dealing with weapons proliferation and combating terrorism, to combating corruption through economic transparency, to promoting full respect for human rights and fundamental freedoms across the 57-nation OSCE region.
