Protecting Creative Works Abroad

The Office of the United States Trade Representative (USTR) releases an annual Special 301 Report on Intellectual Property Rights, on the adequacy and effectiveness of U.S. trading partners’ protection and enforcement of our intellectual property rights (IPR).   In 2013, the Office placed 10 countries on the “Priority Watch List,” which means they represent the most significant concerns regarding insufficient IPR protection or enforcement, or otherwise limited market access for creators.  These countries are Algeria, Argentina, Chile, China, India, Indonesia, Pakistan, Russia, Thailand and Venezuela.  As online distribution becomes an increasingly global reality, it essential that creators have strong and consistent protections no matter where their works appear.  The Caucus supports the strongest IPR protections abroad for America’s creative exports.
