In May of 2017, House Speaker Paul Ryan and Democrat Leader Nancy Pelosi announced the creation of the Speaker’s Task Force on Intergovernmental Affairs. Effective government relies on collaboration between those in all levels of government. The aim of the Task Force is to examine ways to restore the balance of power between the federal government and states, tribes, and local governments. In addition to a bipartisan roster of members of Congress, the Task Force has partnered with stake holders are all levels to provide a forum for discussion and ultimately develop specific recommendations. 

Speaker Paul Ryan designated Rep. Rob Bishop (UT-01) to oversee the Task Force as Chairman. In a statement, Speaker Ryan said,

“Federalism is not a Republican or Democrat principle, but an American principle—and one that is integral to a thriving culture and economy. But in recent years, the principle of federalism has been slowly chipped away at by an overzealous federal government. Under Chairman Bishop’s leadership, the Task Force on Intergovernmental Affairs will study ways to restore the proper balance of power between the federal government and states, tribal, and local governments, and eliminate unnecessary regulatory burdens facing communities across the nation.”

Rep. Bishop said,

"Speaker Ryan has done something unique. He is looking outside of Washington for answers. I thank the Speaker for the opportunity to chair this Task Force. The solutions to our nation's problems are found in the creativity of state, local, and tribal governments, all of whom are closer to the people than Washington bureaucrats. Working with these leaders will produce bipartisan solutions and greater coordination to improve the lives of the American people.”
