Early March of 1889 saw military delegations gathering in Washington for Benjamin Harrison’s inauguration. News articles speculated about the direction that the new President might take on various issues, particularly if he would “act upon the moderate view of the tariff held by his Republican predecessors,” who included James Garfield, whose monument on the Capitol’s west lawn is prominently featured in this image.
