Rule For Legislative Branch Appropriations Approved 

Washington, DC – The House Rules Committee approved a Rule for consideration of H.R. 2918, the Legislative Branch Appropriations Act 2010. The Rule is expected to be on the floor today.

“This bill will make the Capitol complex more secure, allow the House to replace the electronic voting system, sets asides funds for historic replacement of the Capitol dome and other facilities, among other things,” Rules Chair Louise Slaughter said.

The rule provides one hour of debate controlled by the Committee on Appropriations.  The rule waives all points of order against consideration of the bill except those arising under clause 9 or 10 of rule XXI.  The rule waives all points of order against provisions in the bill for failure to comply with clause 2 of rule XXI. 

The rule makes in order an amendment by Rep. McCarthy, Carolyn (NY), which would require that $250,000 of the funds appropriated to the Library of Congress be allocated for the Civil Rights Oral History Project which is debatable for 10 minutes.  The rule waives all points of order against the amendment except for clauses 9 and 10 of rule XXI. The rule provides one motion to recommit with or without instructions.  Finally, the rule provides that it shall be in order to consider concurrent resolutions providing for the adjournment of the House and Senate during the month of July.
