About John
U.S. Representative John R. Carter was re-elected in a landslide in November 2016 to his eighth term representing Texas' 31st Congressional District in the U.S. House of Representatives. Congressman Carter serves as the Chairman of the Homeland Security Subcommittee on Appropriations and was selected to serve on the Commerce, Justice, Science Subcommittee and Defense Subcommittee. This is also Congressman Carter's fourth term to serve as Co-Chairman of the bipartisan House Army Caucus. He has been a member of the House Appropriations Committee since 2004. Carter Announces Funding for Five Additional Barrack Renovations at Ft. Hood
10/31/18Today, Congressman John Carter (TX-31) announced $61 million in funding to renovate five additional barracks at Ft. Hood. These barracks are rated at Q4, the lowest possible quality rating. Last month, Congressman Carter toured barracks that were under renovation with Chairman Mac Thornberry of the Armed Services Committee, and stressed the importance of authorizing and funding barracks renovations, as well as motorpool and hangar construction.

Carter Pledges Support for Bill that Will Ensure Social Security Fairness for Teachers, Firefighters, and Police Officers
10/18/18Congressman John Carter (TX-31) has pledged his support for Congressman Kevin Brady's Equal Treatment of Public Servants Act by cosponsoring the legislation. This bill will eliminate Social Security's Windfall Elimination Provision (WEP) and replace it with a new formula that ensures teachers, firefighters police officers, and other public servants receive Social Security benefits based on work history.
