Short Summary
According to HRIC (10 October 10), authorities confined artist and poet Liu Xia, wife of Nobel Peace Prize winner Liu Xiaobo, to her home in Beijing municipality following the announcement that her husband had won the Nobel Peace Prize. Liu Xia reported that this status began on October 10, 2010, after she returned from visiting her husband at Jinzhou Prison, Liaoning province. Authorities restricted Liu Xia's cell phone and internet access as well as her communication with family and friends (AP, 6 December 12). The UN Working Group on Arbitrary Detention determined in May 2011 that the Chinese government's detention of Liu Xia amounted to a form of arbitrary detention (UN WGAD, 27 February 12, via UM Human Rights Library). After Liu Xiaobo's death of liver cancer on July 13, 2017, authorities continued to maintain control over Liu Xia's whereabouts and communications (PEN America, 2 November 17; Reuters, 19 August 17). Liu Xia's physical and mental health reportedly deteriorated during her years of arbitrary confinement (RFA, 19 November 17; RFA, 14 February 18). On July 10, 2018, Liu Xia left China and flew to Germany, reportedly after months of high-level diplomatic efforts by the German government (NYT, 10 July 18).
