RECENT VOTESH.R. 1495: Water Resources Development ActNovember 6, 2007 On Tuesday, November 6, 2007 the House voted to override President Bush's veto of H.R. 1495, the Water Resources Development Act (WRDA). This bill authorizes $23 billion in funding over 15 years for a whole host of projects overseen by the Army Corps of Engineers to address flood control, navigational issues, beach erosion and environmental restoration all across the country. In issuing his veto message, the President claimed that it was not fiscally responsible legislation. This position is curious for two reasons. First, money is not actually spent as a result of passing this legislation; it simply authorizes future spending over a 15 year period. All of that future spending will be approved through the appropriations process. Secondly, the only reason that the authorization level stands at $23 billion is because Congress has not passed a water resources bill since 2000, so H.R. 1495 includes seven years worth of pending Army Corps of Engineer projects. I voted YES. I am happy to report that the bill passed both the House and Senate with enough votes to override the President's veto, marking the first time that Congress has had enough votes to override a Bush veto.
