RECENT VOTESH.R. 1: Improving America's Security Act of 2007July 27, 2007 On Friday July 27 the House passed the Conference Report on H.R. 1: Improving America's Security Act of 2007. This legislation implements a number of recommendations made by the 9/11 Commission and fulfills one of the commitments made in January by the new Democratic-led Congress. It provides for a larger distribution of homeland security grants to states and municipalities based on risk and provides separate funding for states to improve their interoperable communication capabilities. More than $4 billion is provided over four years for train, transit and bus security grants. The legislation also calls for 100% screening of all maritime cargo bound for the U.S. that is loaded on ships in foreign ports within 5 years. It requires the screening of all cargo on passenger planes within 3 years.
