Thomas G. Hungar

General Counsel

Mr. Hungar joined the Office as General Counsel in July 2016. Previously, he was a partner at Gibson, Dunn & Crutcher LLP and Co-Chair of the firm’s Appellate and Constitutional Law Practice Group. He also served at the U.S. Department of Justice as a Deputy Solicitor General from 2003-2008 and as an Assistant to the Solicitor General from 1992-1994. He was a law clerk to Associate Justice Anthony M. Kennedy of the Supreme Court and to Circuit Judge Alex Kozinski of the U.S. Court of Appeals for the Ninth Circuit. He received his law degree from Yale Law School in 1987 and his bachelor of science degree in mathematics/computer science and economics from Willamette University, magna cum laude, in 1984. Mr. Hungar has presented oral argument before the U.S. Supreme Court in 26 cases.

Todd B. Tatelman

Deputy General Counsel

Mr. Tatelman has served in the Office of General Counsel since November 2011. Mr. Tatelman previously served as a Legislative Attorney for the American Law Division of the Congressional Research Service (2003-2011). Mr. Tatelman received bachelor of arts degrees in Philosophy, Political Science, and Economics from Boston University (2000) and his law degree, with honors, from The Catholic University of America, Columbus School of Law (2003), where he was a member of The Catholic University Law Review.

Kimberly Hamm

Associate General Counsel

Ms. Hamm has served in the Office of General Counsel since October 2014. Ms. Hamm previously was Counsel in the litigation department of Simpson Thacher & Bartlett LLP in New York City, where she had practiced since 2003. Ms. Hamm received her J.D. from New York University School of Law, and bachelor of arts degrees in History and Economics from the University of Florida.

Brooks M. Hanner

Assistant General Counsel

Mr. Hanner has served in the Office of General Counsel since July 2018. Mr. Hanner was previously a Senior Associate at Hogan Lovells US LLP in Washington, D.C., where he represented clients in civil and criminal litigation, government investigations, and internal investigations since 2010. Before that, Mr. Hanner served as a law clerk to Judge Louise Flanagan of the Eastern District of North Carolina. Mr. Hanner received his law degree from the Wake Forest University School of Law in 2009, where he was a member of the Law Review and Order of Barristers and won the Moot Court Board Award and Best Brief in the law school’s moot court competition. He received his bachelor of science from the Kelley School of Business at Indiana University in 2006, majoring in Business Economics & Public Policy and International Business. Mr. Hanner has experience in a wide range of government enforcement actions, has argued and briefed cases at the trial and appellate levels, and has conducted numerous internal investigations for companies and universities.

Kristin A. Shapiro

Assistant General Counsel

Ms. Shapiro has served in the Office of General Counsel since December 2016. Previously, she was an associate at Williams & Connolly LLP. She was a law clerk to Judge Alex Kozinski of the U.S. Court of Appeals for the Ninth Circuit. She received her law degree from Northwestern University School of Law, magna cum laude, in 2009, where she served on the editorial board of the Northwestern University Law Review. She received her bachelor of arts degree from New York University, magna cum laude, in 2004.

Sally Clouse

Attorney

Ms. Clouse has served in the Office of General Counsel since July 2014. Ms. Clouse previously served as a legal fellow at the Council of the District of Columbia Office of General Counsel. She also previously served as a law clerk at the Library of Congress Office of General Counsel, the Congressional Research Service, and the District of Columbia Attorney General. Ms. Clouse received bachelor of arts degrees in both Political Science and Psychology, summa cum laude, from the University of Massachusetts Amherst (2010), and her J.D., with honors, from The George Washington University Law School (2013), where she was a member of the Federal Circuit Bar Journal.

Sarah Friedman

Law Clerk

Ms. Friedman joined the Office of General Counsel in August 2016. Ms. Friedman is an evening student at The George Washington University Law School, where she has maintained academic honors and is a member of the Moot Court Board. She received her A.B., magna cum laude, from Mount Holyoke College (2012).

Christine Coogle

Law Clerk

Ms. Coogle joined the Office of the General Counsel in May 2018. She is an evening student at The George Washington University Law School, where she is the senior executive editor of the Law Review and a member of the Moot Court Board. She received her B.A. with high distinction from the University of Virginia in 2013.

Lily Hsu

Law Clerk

Ms. Hsu joined the Office of General Counsel as a law clerk in May 2018. Ms. Hsu is an evening student at the George Washington University Law School, where she is a member of the Moot Court Board. She received her B.A. with honors from the State University of New York at Stony Brook in 2013 and her M.S. from Purdue University.

Melissa James

Administrative Director

Ms. James joined the Office of General Counsel as Administrative Director in January 2017. Ms. James is a familiar face to long-time House employees. She brings over twenty-three years’ Hill experience to OGC with wide-ranging skills in office management, administration, and constituent services. Ms. James began her professional career working on the Hill serving her hometown Congressman. Upon his retirement, she worked for two additional House Members in an office management role, overseeing office logistics and staff. Ms. James graduated from Oklahoma State University with her bachelor of arts degree in Psychology with an emphasis on graduate studies.
