Rail regulations and standards are stringent and enforced while safety technology is constantly evolving. In addition, Spain’s high-speed rail system is so reliable that the operator refunds customers their money if preventable delays are in excess of five minutes. In Japan, average delays on the Shinkansen are a mere 36 seconds.
