SEPTEMBER 30, 2018, AND FOR OTHER PURPOSES, AND PROVIDING FOR
CONSIDERATION OF MOTIONS TO SUSPEND THE RULES

The Committee on Rules, having had under consideration
House Resolution 478, by a record vote of 7 to 4, report the
same to the House with the recommendation that the resolution
be adopted.
SUMMARY OF PROVISIONS OF THE RESOLUTION
The resolution provide for further consideration of H.R.
3219, the Make America Secure Appropriations Act, 2018, under a
structured rule. The resolution provides that no further
general debate shall be in order. The resolution provides that
the further amendment printed in part A of this report shall be
considered as adopted. The resolution makes in order only those
further amendments printed in part B of this report, amendments
en bloc described in section 3 of the resolution, and available
pro forma amendments described in section 4 of House Resolution
473. Each further amendment printed in part B of this report
may be offered only in the order printed in this report, may be
offered only by a Member designated in this report, shall be
considered as read, shall be debatable for the time specified
in this report equally divided and controlled by the proponent
and an opponent, may be withdrawn by the proponent at any time
before action thereon, shall not be subject to amendment except
amendments described in section 4 of House Resolution 473, and
shall not be subject to a demand for division of the question
in the House or the Committee of the Whole. The resolution
waives all points of order against further amendments printed
in part B of this report or against amendments en bloc
described in section 3 of the resolution. The resolution
provides that it shall be in order at any time for the chair of
the Committee on Appropriations or his designee to offer
further amendments en bloc consisting of amendments printed in
part B of this report not earlier disposed of. Amendments en
bloc shall be considered as read, shall be debatable for 20
minutes equally divided and controlled by the chair and ranking
minority member of the Committee on Appropriations or their
designees, shall not be subject to amendment except amendments
described in section 4 of House Resolution 473, and shall not
be subject to a demand for division of the question in the
House or the Committee of the Whole. The resolution provides
one motion to recommit with or without instructions.
Section 5 of resolution provides that it shall be in order
at any time on the legislative day of July 27, 2017, or July
28, 2017, for the Speaker to entertain motions that the House
suspend the rules and that the Speaker or his designee shall
consult with the Minority Leader or her designee on the
designation of any matter for consideration pursuant to this
section.
EXPLANATION OF WAIVERS
The waiver of all points of order against the further
amendments printed in part B of this report or amendments en
bloc described in section 3 of the resolution, includes a
waiver of the following:
Clause 2(c) of rule XXI, which requires that limitation
amendments are to be offered at the end of the bill. The waiver
is necessary because the limitation amendments printed in this
report will be offered at the end of each division. It should
be noted that sponsors of such amendments complied with Rules
Committee guidance when drafting amendments to the end of
divisions rather than the end of the bill.

health impact study on perfluorinated chemicals, such as PFOA/

7. Meehan (PA), Boyle (PA), Fitzpatrick (PA), Kildee (MI):
Decreases the Operation and Maintenance, Defense Wide account
and increases the Environmental Restoration, Defense-Wide by

enter into intergovernmental agreements to provide health

that funding for the National Guard Youth Challenge Program and
STARBASE is $194,897 million ($169,897 million for Youth

12. Boyle (PA), Meehan (PA), Fitzpatrick (PA): Increases by
$30 million each the Navy Environmental Restoration Account and
the Air Force Environmental Restoration Account for the purpose

Department of Defense's Lung Cancer Research Program and

(AK): Provides for an additional $5 million for the Fisher
House Foundation which is offset by an outlay neutral reduction

25. Jackson Lee (TX): Reduces funding for Procurement,
Defense-Wide, by $10 million and increases funding for Defense

26. Cheney (WY), Byrne (AL): Ensures the Secretary is able
to use restoration funds for missile defense requirements
resulting from urgent or emergent operational needs. (10

27. Kihuen (NV): Cuts and restores $6 million of existing
funds in order to emphasize the responsibility of the
Department of Defense to develop low temperature cascade heat
pump technology and product development for advanced
environmental control systems. (10 minutes)
28. Paulsen (MN), Lewis, Jason (MN): Increases funding for
Army Research, Development, Testing and Evaluation to assist
the Army in qualifying new medium caliber ammunition rounds.

29. Emmer (MN), Bordallo (GU): Allocates an increase of $5
million to Army RDT&E; Environmental Quality and Technology for
Explosive Ordnance Disposal in cooperation with the Navy for
the additional targeted research to demonstrate technology
capable of both remotely defeating mines threatening our Naval
forces, and remotely demilitarizing underwater munitions
without damaging critical habitat. (10 minutes)
30. Langevin (RI), LoBiondo (NJ): Supports the Strategic
Environmental Research and Development Program for
environmental and mission resiliency purposes. (10 minutes)
31. Dunn (FL), Gaetz (FL), Rooney, Francis (FL), Rooney,
Tom (FL): Reduces the Research, Development, Test and
Evaluation, Air Force account by $30 million and increases the
Research, Development, Test and Evaluation, Air Force to
accelerate deployment of Air Force Major Range Test Facility
Base (MRTFB) open-air range capabilities in the Eastern Gulf.

32. Garamendi (CA), LoBiondo (NJ): Provides $10 million for
the purposes of carrying out a GPS backup technology

33. Langevin (RI), Lieu (CA): Supports the Missile Defense
Agency's R&D; efforts for directed energy solutions for boost
phase missile defense. (10 minutes)
34. Brown (MD), Adams (NC), Johnson, Hank (GA): Seeks a
funding increase of $4.135 million to Historically Black
Colleges and Universities/Minority Institutions with a
corresponding decrease of the same amount to Advanced
Innovative Analysis and Concepts, in the Research, Development,
Test & Eval, Defense-Wide section. (10 minutes)
35. Speier (CA), Shea-Porter (NH): Specifies that $25
million appropriated for Defense Health Program research,
development, test and evaluation may be used to award grants to
medical researchers and universities to support research into
early detection of chronic traumatic encephalopathy (CTE). (10

36. Courtney (CT), Langevin (RI), Wittman (VA): Amends
Section 8010 to provide multiyear authority for up to 13
Virginia class submarines. (10 minutes)
37. Palazzo (MS), Wittman (VA): Strikes the limitation on a
DDG-51 multiyear procurement authority of up to 10. (10
minutes)
38. Nadler (NY), Cicilline (RI): Strikes sections 8094 and
8095 relating to the release or transfer detainees currently
held at Guantanamo Bay to secure facilities in the United
States and allows for funding to construct, acquire, or modify
domestic facilities to host these relocated detainees. (10
minutes)
39. Poe (TX): Reduces the funds available in the
``Operations and Maintenance, Defense-Wide'' account by $200
million. (10 minutes)
40. Welch (VT), Lee, Barbara (CA), Khanna (CA), Jones (NC),
Walberg (MI): Prohibits funds from being used to procure
additional uniforms for the Afghan National Army. (10 minutes)
41. Polis (CO), Lee, Barbara (CA): Reduces the total amount
appropriated by 1%, excluding military personnel and the
Defense Health Program account. (10 minutes)
42. Foster (IL): Prohibits the use of funds to develop a
space-based ballistic missile intercept layer. (10 minutes)
43. Cartwright (PA), Cole (OK), Jones (NC), Beyer (VA),
Scott, Austin (GA), Bishop, Rob (UT), Donovan (NY), Cook (CA),

Prohibits the use of funds be used to plan for, begin,
continue, complete, process, or approve a public-private
competition to determine whether Federal civilian jobs should

44. Delaney (MD): Prohibits funds from being used for the
closure of a BSL4 laboratory. (10 minutes)
45. Davidson (OH): Prohibits use of funds with respect to
military action in Yemen to the extent that such action is

46. Conyers (MI), Yoho (FL), Khanna (CA): States none of
the funds made available by this Act may be used to provide
arms, training, or other assistance to the Azov Battalion. (10

47. DeSantis (FL): Prohibits funds from being used to
purchase heavy water from Iran. (10 minutes)
48. DeSantis (FL): Prohibits funds from being used to pay
any salaries or expenses of the office or position of the
Special Envoy for Guantanamo Detention Closure or the Principal
Director, Detainee Policy. (10 minutes)
49. Speier (CA): Increases the Sexual Assault Special
Victims' Counsel Program by $10M. (10 minutes)
50. Jackson Lee (TX): Reduces funding for Operations and
Maintenance-Defense Wide, by $6.25 million and increases
funding for Defense Health Care for PTSD by $5 million. (10
minutes)
51. Langevin (RI), Courtney (CT), Shea-Porter (NH),
Thompson, Glenn (PA): Supports the Manufacturing Technology
Program's initiative to facilitate partnerships to support
enhanced manufacturing capabilities for undersea vehicles. (10

52. Langevin (RI), Conaway (TX), Garamendi (CA): Supports
the next phase of electromagnetic railgun development to bring
the system closer to successful installation within the fleet.

The following sums are appropriated, out of any money in the
Treasury not otherwise appropriated, for the Department of
Homeland Security for the fiscal year ending September 30,
2018, namely:

procurement, construction, and improvements
For necessary expenses for U.S. Customs and Border Protection
for procurement, construction, and improvements,
$1,571,239,000, to remain available until September 30, 2020,
which shall be available as follows:
(1) $784,000,000 for 32 miles of new border bollard
fencing in the Rio Grande Valley, Texas.
(2) $498,000,000 for 28 miles of new bollard levee
wall in the Rio Grande Valley, Texas.
(3) $251,000,000 for 14 miles of secondary fencing in
San Diego, California.
(4) $38,239,000 for planning for border wall
construction.

REFERENCES TO ACT
Sec. 101. Except as expressly provided otherwise, any
reference to ``this Act'' contained in this division shall be
treated as referring only to the provisions of this division.
This Act may be cited as the ``Department of Homeland

2018''.
