The Committee on Homeland Security, to whom was referred
the bill (H.R. 1370) to amend the Homeland Security Act of 2002
to require the Secretary of Homeland Security to issue
Department of Homeland Security-wide guidance and develop
training programs as part of the Department of Homeland
Security Blue Campaign, and for other purposes, having
considered the same, report favorably thereon with an amendment
and recommend that the bill as amended do pass.

The amendment is as follows:
Strike all after the enacting clause and insert the
following:
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Department of Homeland Security Blue
Campaign Authorization Act of 2017''.
SEC. 2. ENHANCED DEPARTMENT OF HOMELAND SECURITY COORDINATION THROUGH
THE BLUE CAMPAIGN.
(a) In General.--Subtitle C of title IV of the Homeland Security Act
of 2002 (6 U.S.C. 231 et seq.) is amended by adding at the end the
following new section:
``SEC. 434. DEPARTMENT OF HOMELAND SECURITY BLUE CAMPAIGN.
``(a) In General.--There is authorized in the Department a campaign
to be known as the `Blue Campaign'. As part of the Blue Campaign, the
Secretary shall--
``(1) issue Department-wide guidance to appropriate personnel
of the Department;
``(2) develop training programs for such personnel; and
``(3) coordinate departmental efforts, including training for
such personnel.
``(b) Guidance and Training.--The Blue Campaign shall provide
guidance and training to appropriate personnel of the Department
regarding the following:
``(1) Programs for such personnel, as well as Federal, State,
and local law enforcement entities, to help identify instances
of human trafficking and potential connections to terrorist
activities, including along the borders of the United States.
``(2) Systematic and routine information sharing between and
among the components of the Department and the National Network
of Fusion Centers regarding individuals suspected or convicted
of human trafficking and patterns and practices of human
trafficking and potential connections to terrorist activities,
including along the borders of the United States.
``(3) Techniques to identify suspected victims of trafficking
along the borders of the United States.
``(4) Techniques specifically for Transportation Security
Administration personnel to--
``(A) identify suspected victims of trafficking at
airport security; and
``(B) serve as a liaison and resource to aviation
workers and the traveling public.
``(5) Utilizing resources to educate partners and
stakeholders and increase public awareness of human
trafficking, such as indicator cards, fact sheets, pamphlets,
posters, brochures, and radio and television campaigns.
``(6) Leveraging partnerships with governmental, non-
governmental, and private sector organizations at the State and
local levels to raise public awareness of human trafficking and
potential connections to terrorist activities, including along
the borders of the United States.
``(7) Any other activities determined necessary by the
Secretary as part of the Blue Campaign.
``(c) Definition.--In this section, the term `human trafficking'
means an act or practice described in paragraph (9) or (10) of section
103 of the Trafficking Victims Protection Act of 2000 (22 U.S.C.
7102).''.
(b) Information Technology Systems.--Not later than one year after
the date of the enactment of this Act, the Secretary of Homeland
Security shall ensure that, consistent with the Department of Homeland
Security-wide guidance required under subsection (a) of section 434 of
the Homeland Security Act of 2002 (as added by subsection (a) of this
section), information technology systems utilized within the Department
to record and track information regarding individuals suspected or
convicted of human trafficking (as such term is defined in such section
434) are integrated with each other.
(c) Oversight.--Not later than 18 months after the date of the
enactment of this Act, the Secretary of Homeland Security shall report
to the Committee on Homeland Security of the House of Representatives
and the Committee on Homeland Security and Governmental Affairs of the
Senate on the status and effectiveness of the Blue Campaign.
(d) Authorization.--There is authorized to be appropriated $819,000
to carry out section 434 of the Homeland Security Act of 2002, as added
by subsection (a) of this section.
(e) Clerical Amendment.--The table of contents of the Homeland
Security Act of 2002 is amended by inserting after the item relating to
section 433 the following new item:
``Sec. 434. Department of Homeland Security Blue Campaign.''.
Purpose and Summary
This bill amends the Homeland Security Act of 2002 (Pub. L.
107-296) to require the Secretary of Homeland Security to issue
Department of Homeland Security-wide guidance and develop
training programs as part of the Department of Homeland
Security Blue Campaign to combat human trafficking.
Background and Need for Legislation
Human trafficking is a multi-billion dollar industry that
enslaves 20 million people around the world whether for the
purposes of prostitution, sex exploitation, or forced labor.
According to the FBI, the most effective way to investigate
human trafficking is through a collaborative, multi-agency
approach with our Federal, State, local and tribal partners.
DHS describe the Blue Campaign as a unified effort by the
Department to conduct outreach to enhance awareness of
trafficking and provide training and materials to those in the
best position to identify trafficking victims. The Campaign
works in collaboration with law enforcement, government, non-
governmental and private organizations to identify victims and
trains others in identification techniques. The Department uses
the resources and expertise of the Customs and Border Patrol,
Immigration and Customs Enforcement, the U.S. Citizenship and
Immigration Services, and the Federal Law Enforcement Training
Center to help with this effort.
This bill adds the Transportation Security Administration
to this fight by training its personnel to recognize the signs
of trafficking and serve as a liaison to aviation workers and
requires the Department to share information across the
Department and with the National Network of Fusion Centers
regarding patterns and practices of human trafficking and
potential connections to terrorist activities.
Hearings
No hearings were held on H.R. 1370 in the 115th Congress.
Committee Consideration
The Committee met on March 8, 2017, to consider H.R. 1370,
and ordered the measure to be reported to the House with a
favorable recommendation, as amended, by voice vote. The

H.R. 1370.
Committee Oversight Findings
Pursuant to clause 3(c)(1) of Rule XIII of the Rules of the
House of Representatives, the Committee has held oversight
hearings and made findings that are reflected in this report.
New Budget Authority, Entitlement Authority, and Tax Expenditures
In compliance with clause 3(c)(2) of Rule XIII of the Rules
of the House of Representatives, the Committee finds that H.R.
1370, the Department of Homeland Security Blue Campaign
Authorization Act of 2017, would result in no new or increased
budget authority, entitlement authority, or tax expenditures or
revenues.
Congressional Budget Office Estimate
Pursuant to clause 3(c)(3) of Rule XIII of the Rules of the
House of Representatives, a cost estimate provided by the
Congressional Budget Office pursuant to section 402 of the
Congressional Budget Act of 1974 was not made available to the
Committee in time for the filing of this report. The Chairman
of the Committee shall cause such estimate to be printed in the
Congressional Record upon its receipt by the Committee.
Statement of General Performance Goals and Objectives
Pursuant to clause 3(c)(4) of Rule XIII of the Rules of the
House of Representatives, H.R. 1370 contains the following
general performance goals and objectives, including outcome
related goals and objectives authorized.
The goal of H.R. 1370 is to authorize the DHS Blue Campaign
to combat human trafficking.
Duplicative Federal Programs
Pursuant to clause 3(c) of Rule XIII, the Committee finds
that H.R. 1370 does not contain any provision that establishes
or reauthorizes a program known to be duplicative of another
Federal program.
Congressional Earmarks, Limited Tax Benefits, and Limited Tariff
Benefits
In compliance with Rule XXI of the Rules of the House of
Representatives, this bill, as reported, contains no
congressional earmarks, limited tax benefits, or limited tariff
benefits as defined in clause 9(e), 9(f), or 9(g) of the Rule
XXI.
Federal Mandates Statement
An estimate of Federal mandates prepared by the Director of
the Congressional Budget Office pursuant to section 423 of the
Unfunded Mandates Reform Act was not made available to the
Committee in time for the filing of this report. The Chairman
of the Committee shall cause such estimate to be printed in the
Congressional Record upon its receipt by the Committee.
Preemption Clarification
In compliance with section 423 of the Congressional Budget
Act of 1974, requiring the report of any Committee on a bill or
joint resolution to include a statement on the extent to which
the bill or joint resolution is intended to preempt State,
local, or Tribal law, the Committee finds that H.R. 1370 does
not preempt any State, local, or Tribal law.
Disclosure of Directed Rule Makings
The Committee estimates that H.R. 1370 would require no
directed rule makings.
Advisory Committee Statement
No advisory committees within the meaning of section 5(b)
of the Federal Advisory Committee Act were created by this
legislation.
Applicability to Legislative Branch
The Committee finds that the legislation does not relate to
the terms and conditions of employment or access to public
services or accommodations within the meaning of section
102(b)(3) of the Congressional Accountability Act.
Section-by-Section Analysis of the Legislation
Section 1. Short Title.
This section provides that this bill may be cited as the
``Department of Homeland Security Blue Campaign Authorization
Act of 2017''.
Sec. 2. Enhanced Department of Homeland Security Coordination Through
the Blue Campaign.
This section amends the Homeland Security Act by adding a
new section authorizing the Department's ``Blue Campaign'',
which shall issue guidance, develop training to Department of
Homeland Security (DHS) personnel and coordinate Department-
wide training relating to the of human trafficking. Through the
DHS Blue Campaign, the Secretary is authorized to provide
guidance and training on programs to help identify instances of
trafficking; systematic and routine information sharing among
the components of the Department and the National Network of
Fusion Centers; techniques to identify victims of trafficking
along the U.S. border; techniques for Transportation Security
Administration personnel to identify victims of trafficking and
serve as a liaison and resource for aviation workers and
travelers; utilizing resources to promote public awareness of
trafficking; and leveraging partnerships to raise public
awareness of trafficking. The Secretary is also authorized to
engage in additional activities necessary to operate the Blue
Campaign. This section also includes a definition of human
trafficking.
Additionally, this section directs the Secretary to ensure
that, not later than 1 year after enactment, the information
technology systems used for human trafficking-related
information are integrated with each other. The Secretary shall
also report to the House Committee on Homeland Security and the
Senate Committee on Homeland Security and Governmental Affairs
on the status and effectiveness of the Blue Campaign.
Last, the bill authorizes $819,000 to carry out the section
and amends the table of contents of the Homeland Security Act
with a clerical amendment.
