Effective U.S. foreign assistance establishes the conditions and capacity for achieving peace, security, and stability and for preventing potential threats to our security and stability.
Preventing conflict and responding to crises remains a key role of foreign assistance. In our interconnected world, conflict around the world has become a far greater threat to the United States than ever before. Weak governments and failing states create safe havens for terrorists and insurgencies. A small investment in foreign assistance can save the United States and our allies millions of dollars of resources by preventing humanitarian disasters and instability, which if left unchecked, would require a larger and more expensive response.
