Agriculture is the foundation of Eastern North Carolina. Please review the decisions I'm making in Congress that support the agriculture industry.
Where I Stand
From tobacco, cotton, soybeans, peanuts and forestry, to hogs and poultry, agriculture is a mainstay of Eastern North Carolina. Agriculture is important to our region, and it’s even more important to our country. If America loses the ability to produce the food and fiber necessary to feed and clothe ourselves, we will cease to be a great nation.
I strongly support our agricultural producers and agribusinesses. I am honored that the American Farm Bureau has recognized my efforts by consistently naming me as a recipient of their ‘Friend of the Farmer Award.'
I support efforts to ensure that producers have access to the credit, low-cost safety net, and export markets they need to provide us with the food we cannot do without. I also oppose policies that would impose additional, unnecessary regulations on farmers.

H.R. 352 – Environmental Protection Agency (EPA) Accountability Act – Would require EPA to be more transparent and accountable regarding their regulatory agenda.
H.R. 1599 – Safe and Accurate Food Labeling Act – Would provide an effective and mandatory process for FDA oversight of the introduction of foods using biotechnology, while providing predictable, nationwide standards for this increasingly important technology.
H.R. 3238 – Cuba Trade Act – Would lift the trade embargo with Cuba, allowing the private sector the freedom to trade with Cuba, while protecting taxpayer interest from any risk associated with such trade.
H. J.Res. 59 – WOTUS Repeal Act – Would allow for expedited consideration of a joint resolution of disapproval of the administration’s harmful “Waters of the United States” (WOTUS) rule, preventing the implementation of a final rule and the issuance of any substantially similar rule.
Signed Letters
Letter to the House Appropriations Committee requesting inclusion of specific language in the Energy and Water Development Appropriations Act for Fiscal Year 2016 that would prohibit the EPA and the U.S. Army Corps of Engineers from using appropriated funds for the “Waters of the United States (WOTUS)” proposed rule, or any substantially similar rule or guidance.
Letter to the Obama administration calling on U.S. trade negotiators not to discriminate against U.S. tobacco farmers in ongoing negotiations over the Trans-Pacific Partnership trade agreement.
