Technicians from the National Broadcasting Company monitor sound equipment in the basement of the Capitol. The first live radio broadcast of House debate occurred in 1922 when a local Washington, D.C., station aired discussion of a proposed constitutional amendment to eliminate federal tax-exempt securities. It wasn’t until 1978 that floor proceedings were routinely broadcast on radio and television.
