Congressman Albert Engel showed photographers a billiard ball sent to him by a constituent. He kept it on his desk as reminder of his difficult position—always behind the eight ball—as a member of the Appropriations Committee. Engel served in the House from 1935 through 1950 when made an unsuccessful run to be governor of Michigan. This photograph shows the marks added by a newspaper editor cropping it for the next day's paper.
