Mr. SCOTT of Virginia. Mr. Speaker, I rise today in support of S. 1555, the Filipino Veterans of World War II Congressional Gold Medal Act of 2015. Filipino Americans have contributed to American life and culture in countless ways, and one of the most noble is through military service. Over 200,000 Filipino soldiers and guerrilla fighters served with the United States Armed Forces during World War II. Their invaluable service helped provide the necessary support to defeat the Japanese in the Pacific.

WASHINGTON, D.C. – Congressman Robert C. “Bobby” Scott issued the following statement on his No vote on H.R. 5620, the VA Accountability First and Appeals Modernization Act of 2016: “Once again, Republicans have put forward a bill that fails to address the systemic issues the VA is facing, such as the disability appeals claim backlog and doctor, specialist, and nurse staffing shortages. Instead, this bill makes it easier to fire rank-and-file VA employees, who under current law can already be fired for cause. Due process protections for civil service employees began well over a century ago to protect employees from arbitrary and political firings.

WASHINGTON, D.C. – The U.S. Senate today joined the House of Representatives in passing bipartisan legislation that honors the late Phyllis Galanti’s service to America’s military men and women and their families by naming the outdoor arboretum at Richmond’s McGuire VA Medical Center The Phyllis Galanti Memorial Arboretum. The legislation, sponsored by Sens. Mark R. Warner, Tim Kaine (both D-VA) and John McCain (R-AZ) in the Senate, along with Reps. Dave Brat (R-VA-7), Bobby Scott (D-VA-3) and Sam Johnson (R-TX-3) in the House, now heads to the President’s desk to be signed into law.

However the so-called accountability measures in H.R. 1994 will do little to address the systemic issues plaguing the V.A., such as staffing shortages that result in exorbitant wait times and adverse health complications for veterans.

The meeting will provide an opportunity for Congressman Scott to hear directly from veterans in his district about their experiences with the Hampton V.A. Medical Center and the V.A. claims backlog. The meeting will also include an overview of the recently enacted Veterans Access, Choice and Accountability Act and a discussion of mental health issues. This event is free and open to the public.

By Bill Bartel, The Virginian-Pilot Hampton Roads' congressional delegation, who all favor the VA overhaul, commented Thursday about the bill's status and the financing debate: U.S. Rep. Bobby Scott, Newport News Democrat: Scott said the financing problem goes back to Congress's decision last year to keep intact the so-called Bush tax cuts, preventing the government from collecting $3.9 trillion in revenue over ten years. "My feeling is the veterans' health care would take priority over a $3.9 trillion tax cut," Scott said. "We have been going along for decades with many members finding no relationship with services provided and the budget."

"Bobby" Scott issued the following statement in reaction to the interim reported released Wednesday by the Inspector General for the Department of Veterans Affairs: "At this time, I am not calling on the Secretary to resign. The Inspector General's interim report conspicuously does not recommend personnel changes at this time. Further, I believe a power vacuum at the top of the V.A. may further exacerbate the current problem, because there is no telling how long it will take the President to nominate and the Senate to confirm a replacement who will then take months to familiarize him or herself with V.A. leadership.
